In this position, you will serve as a Cyber Workforce Program Manager. Typical work assignments include:
  • Developing and reviewing recruiting, hiring, and retention procedures in accordance with current HR policies.
  • Establishing and collecting metrics to monitor and validate cyber workforce readiness including analysis of cyber workforce data to assess the status of positions identified, filled, and the quality of selected personnel.
  • Providing advice and guidance on a full range of compensation and pay administration policies, principles and practices under title 5, United State Code and other statutes and legal authorities related to Cyber Pay.
  • Leading, overseeing, and or serving as a technical resource in programs involving the knowledge and application of the National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce Framework (NICE Framework).
  • Developing, recommending, and implementing best business practices for projects/programs involving both strategic plans and processes.
  • Conducting technical briefings, and providing reports and presentations clearly and concisely to various audiences.

The CISA Office of the Chief Human Capital Officer's Workforce Planning provides a critical function to ensure the right people, technology, and processes are in place to achieve results that will endure with greater speed, precision, and certainty to accomplish the CISA Vision and Mission. These programs enable CISA to adapt to the risk environment with the right size and mix of government and contract support staff to strengthen workforce capabilities and meet the needs and demands of the American people and Homeland whom it serves. This position resides on the Cyber Workforce Management team under Workforce Planning.

Qualifications

You qualify for the GS-14 grade level (starting salary $122,530.00) if you have at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtain in either the public or private sector) performing the following duties:
  • Providing advice on compensation and pay administration policies based on Title 5 of the United States Code and other legal authorities to ensure workforce compliance
  • Serving as a technical resource in programs involving the knowledge and application of the National Initiative for Cybersecurity Education (NICE) to respond to audit inquiries
  • Performing qualitative and quantitative analysis to assess and improve cyber workforce management programs
  • Conducting technical briefings to provide reports and presentations to senior management

You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
