Duties

This Program Manager position is located within Human Capital Operations, Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be serving as a Project Manager or Team Lead for one or more Human Capital (HC) projects within the Personnel Futures Investment Portfolio. You will be responsible for leading and managing multi-million dollar contracts and serving as an Acquisition subject matter expert (SME) by providing expert advice and guidance on a wide variety of acquisition related issues. Duties include but are not limited to:
  • Serves as a direct representative and management official to Contracting Officer Representatives (CORs) and Quality Assurance Specialist for designated projects in order to ensure completion and accuracy of all aspects of designated projects to include effective internal controls, financial/budget, risk management /mitigation, requirements management, change control, and investment portfolio updates.
  • Serves as technical advisor and engages/communicates with key stakeholders and operational Human Capital (HC) Subject Matter Experts (SMEs), Personnel Futures Program Manager, Director, Executive Directors, and HC Leadership as necessary in support of acquisition-related issues/concerns.
  • Provides recommendations on the best or most appropriate acquisition strategies to achieve overall economies and program efficiency. Effectively and frequently coordinates with the other Program/Project Managers in order to achieve maximum effectiveness and efficiency.
  • Creates and maintains complex project metrics and performance measures to ensure that work performed is consistent with requirements, completed on-time and within budget, and within appropriate quality standards.
  • Leads a team in order meet the associated requirements concerning the DHS Systems Engineering Lifecycle to include the development and maintenance of required artifacts and deliverables. Ensures timely, efficient and effective updates to Transportation Security Administration (TSA), Department of Homeland Security (DHS), and the Office of Management and Budget (OMB), which may include TSA and DHS acquisition oversight teams and boards.

CONDITION OF EMPLOYMENT:
  • Must be able to obtain a Federal Acquisition Certification (FAC) for Program and Project Managers (FAC P/PM) Mid-Level, within 12 months of employment per the Department of Homeland Security (DHS) Acquisition Workforce Policy Number: 064-04-001, Acquisition Certification Requirements for Program and Project Managers.
  • Must be able to obtain and maintain a Secret Clearance.
  • Travel is required, less than 25%.

COVID-19 Vaccine Mandate:

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Managing and/or overseeing contract/acquisition life-cycle activities (i.e., pre-award/post-award contracting, acquisition strategy and program management);
  • Applying contracting laws, rules, regulations, and policies as a COR or liaison in order to manage contracting administrative issues;
  • Providing technical advice to staff (i.e., CORs) overseeing federal contracts and contract activities.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
