Duties

As a Chemical Engineer/Physical Scientist/Chemist in the Office of Nuclear Reactor Regulation (NRR), Division of New and Renewed Reactors (DNRL), Corrosion and Steam Generator Branch (NCSG), you will be responsible for a wide range of duties including the following: Review and evaluate chemical engineering aspects of nuclear power plant systems needed for safe operation and safe shutdown of nuclear facilities subject to the NRC Regulatory program. Engineering reviews include chemical engineering and chemical conditions arising from normal plant operations and safe shutdown during normal, transient and accident conditions. Manage and perform studies and analyses of technical issues within the Branch's area or review, including water chemistry, fuel oil, neutron absorbing material and coatings for operating reactors, new reactors, and advanced reactor designs. Provide specialized technical assistance and advice to other Divisions, Regions and Offices. Participate in audits and inspections as a technical specialized team member, or team leader to support the oversight of operating reactors, design and construction of new and advanced reactors, and quality assurance program of vendors.

The IDEAL CANDIDATE will be able to demonstrate the following:

1. Demonstrated knowledge of the principles, theories, and practices of chemistry and chemical engineering (or related technical disciplines) as related to evaluating technical issues in areas such as commercial nuclear power plants, Navy nuclear power, test reactors, and/or medical facilities, including application of chemistry and chemical engineering. (Double weighted)

2. Knowledge of industry codes, standards and guidelines, and/or NRC goals, regulations, regulatory guides, Standard Review Plan, and policies, in particular as applied to chemistry and chemical engineering topics.

3. Demonstrated ability to develop and implement successful approaches to problem solving in areas such as conflict resolution and project management (i.e., resolving problems relative to prioritizing, planning, scheduling, and managing projects).

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

For the GG-07 Level: To qualify at the GG-07 grade level, you must have at least one year of specialized experience equivalent to the GG-05 grade level which is defined as experience that demonstrates the knowledge of chemical engineering reviews, analysis, inspections, or evaluating the adequacy of design; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree OR a Ph.D. OR equivalent doctoral degree.

For the GG-09 Level: To qualify at the GG-09 grade level, you must have at least one year of specialized experience equivalent to the GG-07 grade level which is defined as experience that demonstrates the knowledge of chemical engineering reviews, analysis, inspections, or evaluating the adequacy of design and functional capability of associated nuclear plant systems and components; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree OR a Ph.D. OR equivalent doctoral degree.

For the GG-11 Level: To qualify at the GG-11 grade level, you must have at least one year of specialized experience equivalent to the GG-09 grade level which is defined as experience that demonstrates the ability to perform chemical engineering reviews, analysis, inspections, or evaluating the adequacy of design and functional capability of associated nuclear plant systems and components; OR 3 years of progressively higher level graduate education leading to a Ph.D. degree OR a Ph.D. OR equivalent doctoral degree.

For GG-12 Level: To qualify at the GG-12 grade level, you must have at least one year of specialized experience equivalent to the GG-11 grade level which is defined as experience that demonstrates the ability to perform chemical engineering reviews, analysis, inspections, or evaluating the adequacy of design and functional capability of associated nuclear plant systems and components as they relate to nuclear facility design, fabrication, construction, analysis, testing, maintenance, or operation.

For GG-13 Level: To qualify at the GG-13 grade level, you must have at least one year of specialized experience equivalent to the GG-12 grade level which is defined as experience performing chemical engineering reviews, analysis, inspections, or evaluating the adequacy of design and functional capability of associated nuclear plant systems and components as they relate to nuclear facility design, fabrication, construction, analysis, testing, maintenance, or operation.

Education

Education must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Chemical Engineering Series 0893:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Physical Science Series 1301:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

or

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Chemistry Series 1320:

Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

or

Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
