The Director, Aviation Property Management is located in the Office of Finance and Management, Acquisitions & Business Services Office. The Director, Aviation Property Management ensures the efficiency and effectiveness of the agency's large, diversified and complex property acquisition and management programs. The Director provides leadership to a geographically dispersed property management workforce of over 200 employees who develop and execute policy and deliver operational support for real and personal property management, facility management and space allocation for administrative spaces. The Director has direct and indirect oversight over 27 contracts, an operations budget over $100M, two Capital Investment Programs totaling $51.7M, and 43 General Service Administration facilities and 130 Direct Leases.

Principal Responsibilities:
  • Leads the FAA as the Senior Real Property Officer in coordination with the Office of Management and Budget and the Department of Transportation Assistant Secretary for Administration.
  • Provides oversight of FAA's Real Property Portfolio to ensure adherence to management internal controls, and to achieve cost efficiencies and savings.
  • Oversees and directs the planning, policies, and processes associated with FAA's Administrative Office spaces.
  • Ensures the organization applies project management principles in order to highlight opportunities of scope and scale, achieve cost efficiencies and savings, and mitigate risk to operation of FAA's Headquarters buildings.
  • Fosters an environment of innovation through collaboration, coordination and communication with all Agency Lines of Business and Staff Offices pertaining to Aviation Property Management.
  • Maintains a strong customer focus in accordance with all Service Level Agreements and customers' commitments, while focusing on high-quality products and services that satisfy customers' requirements.

  • LEADERSHIP REQUIREMENT : Do you have experience leading people? If yes, describe the size of the organization and number and types of positions you have managed. Discuss ways that you have established and maintained positive work environments and prevented or eliminated discrimination or harassment. Describe ways that you have mentored and developed employees and built individual and team performance. Discuss how you have established and led teams to deliver products and services.   • LEADERSHIP REQUIREMENT : Do you have experience building relationships? If yes, describe (1) the types of individuals with whom you routinely collaborate; and (2) the purpose and outcomes of the communication. Discuss your experience in communicating and cooperating with others to achieve goals. Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.
  • LEADERSHIP REQUIREMENT : Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  • TECHNICAL REQUIREMENT : Demonstrated experience leading a National property and facilities management organization (or comparable portfolio organization) through transformative leadership.
  • TECHNICAL REQUIREMENT : Demonstrated experience leading and influencing the coordination of prospectus and/or other significant property or portfolio projects with internal and external stakeholders.
