Duties

The Bureau for International Labor Affairs (ILAB) carries out the Secretary of Labor's international responsibilities. The Division Chief of the Monitoring and Enforcement of Trade Agreements (META) Division leads the work of OTLA in ensuring compliance with the labor provisions of trade agreements through regular monitoring and enforcement actions. Leads a dynamic team of specialists, leading the evaluation of complaints or allegations that labor rights commitments have been violated under relevant trade or investment agreements. Oversees the investigation of complaints, and directs the preparation of remediation plans to bring countries into compliance.

The META Division Chief works closely with the Director or Deputy Director in executing technical assistance, engagement, or remediation strategies and plans designed to advance workers' rights, working conditions, or livelihoods for workers.

Plays a leadership role in:
- Maintaining an up-to-date understanding of relevant operational policies and processes to implement technical assistance, engagement, and/or remediation strategies and plans.
- Reviewing and approving documents, engagement plans, remediation plans, action plans, project documents, workplans, and other documents that lay out such strategies and plans.
- Ensuring that all designated funds are obligated in a timely manner. Reviewing and approving procurement documents and financial reports to ensure compliance with appropriate rules and regulations and good stewardship of financial resources.
- Monitoring achievement of milestones, performance indicators, and workplans to ensure successful completion of deliverables and achievement of intended objectives.
- Providing constructive, timely feedback and working with stakeholders and implementers to ensure completion of intended objectives.
- Systematically evaluating the performance of DOL/ILAB/OTLA technical assistance, engagement, remediation, negotiating, and other strategies and plans and using evaluation findings and recommendations to make appropriate adjustments to plans to ensure achievement of the office's intended objectives.

The META Division Chief will advise the Director or Deputy Director on the organization, structure, and work groups within the division. Coordinates work within and outside the division and with other entities outside the division, promoting cooperation and effective teamwork. Fully responsible for managing all technical and administrative functions related to his/her division, including: development of policies and programs, maintenance of good public relations, and making independent decisions within broad agency and office policy. Leads and manages the day-to-day business operations of the division in areas such as procurement, finance, administration, personnel and human resources, document clearances, travel, public outreach, and coordinating with the other divisions in OTLA and other offices in ILAB.

Primarily responsible for division personnel matters such as the recruitment and selection of staff, performance and conduct issues. Is directly responsible for ensuring the timely delivery of high-quality technical outputs of the Division.

Qualifications

THIS POSITION HAS A BASIC REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.
  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    OR
  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

    OR
  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

  • In addition to the meeting the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level, in the Federal Service.

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.

    Specialized experience is experience leading a team in working with any of the following: provisions of an international trade, investment, or development finance agreement, OR in promoting or monitoring compliance with international labor rights, to include any of the following: workers' rights related to freedom of association, the effective recognition of the right to collective bargaining, forced labor, employment discrimination, child labor, occupational safety and health, minimum wage, and hours of work.

    Education

    You may not use education to substitute for specialized experience.
