Duties

Typical duties of this position include:
  • Managing a staffing program for student recruitment program under the Pathways Program
  • Working with the Recruitment team to develop a strategic recruitment plan to advertise the program to colleges and universities, create information sessions and create branding materials;
  • Working with the Office of Minority and Women Inclusion (OMWI) to ensure a diverse applicant pool
  • Serving as consultant to hiring managers on best practices in staffing positions, advising them of options for recruitment and hiring, and the hiring process;
  • Evaluating qualifications of candidates, adjudicating veterans preference, and referring best qualified applicants to the selecting official;
  • On-boarding employees throughout the various stages of the process including creating offer letters, sending the employee through security and processing the personnel action.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-12 level. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT: SK-13: Applicant must have at least one year of specialized experience equivalent to the GS/SK-12 level:
  • Applying principles, concepts, laws, and regulations of federal human resources management in the area of staffing sufficient to provide authoritative and technical guidance to senior management officials and employees. AND
  • Providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach. AND
  • Working with hiring managers to develop a recruitment strategy that will attract a highly qualified diverse applicant pool that meets the needs of the organization. Preparing job opportunity announcements, determining applicants' eligibility and qualifications, ranking candidates and referring highly-qualified candidates for selection AND
  • Working with Pathways student programs
