Duties

As a Fish and Wildlife Administrator your duties will include, but are not limited to, the following:
  • Responsible for central coordination of all activities relating to the overall operational direction of the Service's Migratory Bird Program, and conducting tasks to support provisions of bilateral migratory bird treaties between the United States and Canada, Mexico, Japan, and Russia.
  • Provides staff support to the Assistant Director (AD) and Deputy AD, Migratory Birds, and the Service Director and Deputies in the administration and management of the Service's Migratory Bird Program.
Overseas the major responsibilities of the Division, including, but not limited to:
Coordinates the preparation, review and revision of Service migratory bird planning documents and draft regulations for which the Division of Bird Conservation, Permits and Regulations has responsibility under Migratory Bird Treaty Act, Bald and Golden Eagle Protection Act, Fish and Wildlife Conservation Act, and related laws, executive orders, federal mandates, and international authorities. Ensures that the updates and procedural aspects of the documents are monitored, tracked, and completed by established deadlines through the surname process, and results are communicated to the affected partners.
Provides development, organization, coordination, and evaluation of voluntary conservation efforts for migratory birds. Supervises the preparation of Service policies and regulations that implement take and possession of migratory birds through permits and hunting which meet the requirements of laws and treaties for which the Division has responsibility.
Administers the development of procedures to standardize and simplify the regulations, requirements, procedures, and other activities related to the issuance of permits for migratory birds.
Provides advice on legislation and international treaties relating to the management and conservation of migratory birds.
Develops budget material for the Division activities of the FWS and recommending the priority of various activities.
Prepares annual regulations for the hunting of migratory game birds in the United States, considering proposals received from State Wildlife Agencies, Flyway Councils, national conservation organizations, and other interested individuals and groups.
Coordinates migratory bird management activities among FWS Divisions and between the Service and other Federal, State, and private agencies.
Leads and inspires a talented team of professional and technical staff.

Qualifications

Only experience and education obtained by 11/26/2021 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

GS-480 Education Requirement:
  • Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  • Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in 1 above, plus appropriate experience or additional education. OR
  • Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in 1 above.

  • Minimum Qualification:
  • One year of specialized experience comparable in scope and responsibility equivalent to grade GS-14 in the Federal service. Experience may include: Develop short, medium, and long-range plans, objectives, and priorities for ensuring adherence to the laws and policies that govern the management migratory birds; Serve as technical program expert in charge of new program policy, procedures and systems; Provide leadership and management expertise to effectively integrate complex management systems and functions; and serve as an authority on program laws, regulations, and policies with regard to issues concerning the Migratory Bird program. OR
  • A combination of education and experience as described above which together equals 100% of the requirement
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

    PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    Additional information

    Conditions of Employment:
    The incumbent will be called upon for frequent domestic and occasional foreign travel to meetings, and will frequently be in conference rooms, enclosed in a variety of public conveyances, or in motel meeting rooms. On occasion, she/he may be called upon to participate in activities in the field, such as the Service's aerial survey program for migratory birds, which could involve exposure to moderate risk.

    PCS INFORMATION: Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable. -In addition, relocation discretionary entitlements MAY be authorized for this position excluding contractor-provided home sale.
