Duties

The Security Operations Center has responsibility for: (1)administering physical security programs to ensure that FCC facilities and employees, at both headquarters and field offices, are protected from potentially disorderly or destructive individuals, theft of government and personal property, and civil emergencies; (2) reviewing and processing security clearances for all newly hired employees entering on duty with the Commission, as required in OPM Regulations 5 CFR 731-732; (3) providing employees and the public with appropriate FCC Identification Badges and Building passes; (4) maintaining and providing building office keys to employees as approved/requested by management; (5) ensuring classified information is processed, stored, and destroyed appropriately; and, (6) serving as the central liaison office with Government security agencies.

As a Security Specialist, he/she is directly involved in the development of policy, monitoring, administering and overseeing the following FCC agency-wide security programs: Personnel Security/Classification Management, Information Security program, and training, Physical/ Operations Security, and Automated Security Systems Technology. He/she initiates, develops, and coordinates the implementation of broad overall policies and procedures pertaining to FCC security programs, which includes exercising program responsibility and rendering assistance and interpretive advice to bureaus and offices on security programs.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

GS-13

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:

1. Performing background investigations to identify and resolve suitability and/or security issues;

2. Analyzing information in investigative reports to determine disqualifying issues before a security clearance is granted; and

3. Preparing adjudicative recommendations.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
