Duties

  • Utilizes a wide range of HR practices and policies to provide expert HR management advisory and technical services.
  • Evaluates and recommends in-depth alternatives to management to find appropriate HR solutions.
  • Utilizes Classification standards to ensure appropriate classification of positions.
  • Advises managers and supervisors on HR staffing and/or classification requirements, resources and problems involving a high degree of complexity.
  • Conducts job analyses with subject matter experts to distinguish qualified applicants.
  • Prepares vacancy announcements, determines qualifications, produces referral lists and sets pay.
  • Manages and maintains visibility of personnel requests throughout their life-cycle to provide advice in all stages of the human resource process.
  • Evaluates position management in assigned organizations to guide supervisors in improving structure, work distribution and the use of employee skills.
  • Advises management on downsizing actions such as reorganization, reduction in force (RIF), or separation incentives for assigned Commands.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience: One year of specialized experience which includes interpreting civilian human resources laws to provide advice on staffing and/or classification functions; recommending solutions to coworkers and/or customers to resolve civilian human resources problems/issues; analyzing data from civilian human resources automated systems to create quality human resources products; and reconciling discrepancies with civilian personnel processes to improve internal procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Military members may be appointed while on terminal/transitional leave, before the effective date of their military retirement/separation.
