Duties

  • Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
  • Plans and performs technical management in support of the overall management of the DoD Ozone Depleting Substance (ODS) Reserve Program.
  • Provides advice and guidance to Product Center personnel for acquisition planning, distribution and systems support pertaining to all aspects of the DoD ODS Reserve.
  • Provides technical oversight and guidance to DLA Distribution for long-term storage, leak monitoring programs, reclaiming, cylinder refurbishment, lab testing for quality assurance, and compliance with environmental specifications, rules and laws.
  • Participates in the evaluation and validation of Military Service/Federal Agency special requirements mission critical requirements, program quantity levels, report generation, and new technology.
  • Participates in the development of policy, plans, procedures and cost determinations for establishing, budgeting and managing the DoD ODS Reserve.

Qualifications

To qualify for a Management Analyst your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Technical knowledge of ozone depleting chemicals and compounds and their applications.
  • Experience in implementing process controls to ensure compliance with international agreements regarding ODS such as the Montreal Protocol.
  • Comprehensive knowledge of supply, acquisition, storage operations, and weapon systems applications.
  • Thorough knowledge of military command structure, missions, programs, war fighting hardware and how it operates, and organizational relationships.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
