Duties

The incumbent of this position will embody core values of equity, diversity and inclusion and serves as the Administrator for the Office of Policy, Development and Research. The administrator collaborates with ETA leadership to establish and implement agency goals and objectives in alignment with ETA's vision, mission, and values. The incumbent brings the voice of customers, stakeholders, and partners into the organization, incorporating customers' feedback into goal setting and operational outcomes and promotes and leads organizational change with a focus on equity, diversity, and inclusion. The incumbent considers the impact of Office activities on functional relationships among ETA programs when managing resources. The incumbent works as a partner with the ETA National and Regional Offices to facilitate the achievement of goals and ensure that all parties are kept informed about key activities and developments.

The incumbent leads the Agency's effort to leverage data as a strategic asset for data-driven decision making, including the use of evidence-based information stemming from social science and related research and evaluation approaches and strategies to inform policy, program operations, and the continuous improvement of program performance and outcomes. The incumbent guides the setting of national and state performance targets; ensures that performance benchmarks are reflected in Agency budgets; supports the collection and reporting of valid data; and leverages data as a strategic asset to inform policy or programmatic improvements. The incumbent manages data and provides analytics support for improved program implementation, including providing technical assistance, as needed, to ETA program offices, and state and local partners.

The incumbent coordinates and/or develops agency-wide, crosscutting policy and legislation by analyzing, formulating, and recommending legislative proposals and initiatives under the review of the Agency. The incumbent coordinates certain Agency crosscutting strategic and operational planning and policy efforts within OPDR and within the Agency, including those related to the Agency policy, priorities, and Government Performance and Results Act mission, vision and cross-program performance. The incumbent manages the Agency regulatory agenda, coordinating with program offices and DOL agencies as appropriate.

The incumbent interacts with state and local workforce system and interest group leaders, officials at all of ETA and DOL offices, officials of other federal agencies, and Congressional staff to share information and learn their viewpoints about trends and issues that may affect program-related operations. The incumbent provides information about the workforce system, programs, and products and their impact on government and society. The incumbent promotes and sustains positive relationship with customers, stakeholders, and partners. The incumbent nurtures the interrelationship between ETA and Office programs and systems and other federal or state employment, training, and income maintenance programs. The incumbent maintains ongoing contact with internal and external customers to enhance understanding of the impact of programs and emerging issues and trends.

The incumbent develops resource implementation plans and establishes systems to assure proper resources management necessary to achieve program results. The incumbent is a well-respected manager who fosters an inclusive and collaborative environment and continually improves work processes to increase efficiency. The incumbent empowers their staff to think critically and creatively and manages and resolves conflicts, resistance, and disagreement in a constructive manner, demonstrating fairness, equity and inclusion.

Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of this position.

Qualifications

To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the ECQs, your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQ's must not exceed 10 pages. It is recommended that applicants draft their ECQs in a Word document first, then cut and paste into the spaces provided following each ECQ to ensure length requirements. 1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Familiarity with the public workforce system and knowledge of the interrelationships of federal programs with state and local government programs, as well as non-profit and NGOs to improve program delivery.

2. Executive experience leading offices or large organizations, fostering innovation and growth within a professional staff in either government, industry, or the academic world to achieve timely, effective, and high-quality results.

3. Demonstrated analytical skills with the capacity to understand complexities associated with governmental or comparable private sector challenges, data gathering and interpretation across numerous agencies resulting in high-level strategic policies and plans.
