Duties

This position is located in the Computer Services Administration and Training Section, Computer Services Administration and User Support Branch. As Chief, Computer Services Administration & Training Section, the Chief plans, organizes, and directs the efforts of information technology specialists, and management analysts, in related activities required to support the maintenance of a national wide area network and local area networks. He/she determines nationwide procedures and policy in conjunction with system users' requirements and other information technology staff. The activities include performing feasibility studies, documenting the existing information technology requirements, preparing system and network test plans, directing the execution of unit and system testing, preparing user instructions and procedures, and implementing systems.

Qualifications

To be considered for the position, you must meet either the requirements specified in the section titled Education OR the requirements specified in the section titled Experience.

Basic Requirements:

Education: There is no substitution of education for specialized experience at this grade level.

Experience: You must have Information Technology (IT) related experience demonstrating each of the four competencies listed below.
  • Attention to detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience: You must have one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular qualifications to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of this qualifying experience are:
  • Experience in utilizing the principles, methods, and techniques of information technology (IT) assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment and contingency planning to manage an IT program.
  • Experience in the management of an IT program to include ensuring that the agency or business' IT requirements and change management initiatives are followed and/or implemented and evaluating and implementing complex security routines, procedures or plans to security systems.
  • Experience analyzing system design needs, anticipating problems in computer programs, telecommunications, hardware and operating systems, and proposing and implementing solutions.
  • Experience in applying contracting procedures and acquisition regulations and policies relating to the acquisition of computer equipment, software and systems.
  • Experience in developing operations memorandums, program statements technical reference manuals and training relative to information management.

Applicants applying for this position MUST also possess the following Selective Factors. In the event you do not possess the Selective Factors, you will be found ineligible for the position.

Applicant must possess the following specific experience/knowledge:
  • Knowledge of Novell Network, specifically Novell client, Novell Zenworks, in the last year, and Novell GroupWise in the last two years;
  • Knowledge of an enterprise anti-virus solution and worked with the product in the past two years; and
  • Knowledge of enterprise training programs.

This position IS NOT included in the bargaining unit.

The representative rate for this position is $134,782 per annum ($64.58 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
