Duties

The Office of International and Tribal Affairs (OITA) leads EPA's international and tribal engagements, working across EPA's programs and regions to develop and implement policy and programs that protect U.S. public health and the environment. Because pollution does not respect international boundaries, OITA works with other Federal agencies, international organizations, and individual countries to address bilateral, regional, and global environmental challenges and advance U.S. foreign policy objectives. Honoring the government-to-government relationship and respecting tribal treaty rights, OITA also guides the Agency-wide effort to strengthen public health and environmental protection in Indian country, with a special emphasis on helping tribes administer their own environmental programs.

Specific duties of the Principal Deputy Assistant Administrator include:
  • Performing a variety of special assignments relating to the management of Agency programs with an emphasis on communicating the Assistant Administrator's management philosophy to key staff, assisting the Assistant Administrator in defining and formulating broad management goals and objectives, and responding to special management demands.
  • Identifying critical policy and operational issues and problems that require the immediate and personal attention of the Assistant Administrator and recommending an appropriate course of action.
  • As the senior career leader in OITA, attending the Agency's senior leadership meetings.
  • Communicating with key Agency officials, other top-level Federal and non-Federal officials and representatives of interested outside groups on the Assistant Administrator's management philosophy.
  • Serving as a sounding board on management improvements which require the Assistant Administrator's personal attention.
  • Providing continuing and ad hoc studies to analyze and recommend solutions to highly urgent and sensitive management matters.
  • Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.

If you are selected, you must complete a 1-year SES probationary period, if not previously completed.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You will be required to obtain and maintain a top-secret security clearance.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

Applicants must also provide evidence of progressively responsible leadership experience that is indicative of the Technical Qualifications (TQs) listed below.

Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors will result in your application being disqualified.

TQ 1 - Demonstrated experience initiating action, integrating diverse information, and addressing complex problems and issues to support and implement tribal and international programs.

TQ 2 - Demonstrated experience communicating complex and politically sensitive environmental issues to higher management and external audiences.

TQ 3 - Demonstrated experience using program planning and analysis skills to identify opportunities for improving the efficiency or effectiveness of environmental capacity building programs.

TQ 4 - Demonstrated experience formulating policies, goals, objectives and operational strategies and dealing with emerging problems and resource allocation.
