Duties

The Deputy Director position is located in Policy and Planning Staff, Office of the Chief Information Officer. As Deputy Director for PPS and reports directly to the Director. The OCIO has responsibility for (1) engineering, design, acquisition, implementation, and operation of DOJ's technology infrastructure and services, including IT processing facilities and telecommunications; (2) the management and operation of large scale information technology processing facilities of the Department; (3) the establishment and maintenance of Department-wide policies, standards and procedures for automated information processing and systems security; (4) the coordination, planning, development, implementation and assessment of major application and telecommunications capabilities for end users in the Department.

The Deputy Director will provide direction and supervision to a staff of professional and administrative personnel. This includes contract management, program support, finance operations, portfolio management and oversight, and management and budget operations. The paramount duties of the position as Deputy Director to provide operational direction and strategic support to the PPS Staff Director.

  • You will need to successfully complete a background security investigation before you can be appointed into this position. Entrance on duty is contingent upon preliminary completion of a security clearance.
  • Veterans' preference is not applicable to the Senior Executive Service.
  • Only experience obtained by closing date of this announcement will be considered.
  • This position requires a Secret/NCS Clearance -- (Candidate must be able to obtain the required security clearance).
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications.

To meet the minimum qualification requirements for this position, you must address the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) separately.

Qualifications

We recommend that your resume emphasize your level of responsibilities, the scope and complexity of the programs managed, and your program accomplishments, including the results of your actions. You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Deputy Director Policy and Planning Staff. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be addressed separately, not to exceed four pages.

MTQ 1. Demonstrated ability to manage, lead, and maintain customer engagement and consensus across large, complex multi-component IT programs that may include multiple internal component organizations and external agency customers. Should include demonstrated experience and expert knowledge of enterprise-wide IT operations, lifecycle management, customer care, risk management, and compliance.

MTQ 2. Demonstrated experience and expert knowledge in developing and operating revenue and expense models to sustain IT business operations. Knowledge of financial management and budget processes to analyze and assess compliance with regulatory and agency programs and policies. Expert knowledge and experience working with enterprise-level unified financial management system.

IN ADDITION, YOU MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQ), NOT TO EXCEED TEN PAGES:

ECQ1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education

The candidate must have relevant academic degree(s) in the areas of accounting and/or finance and/or computer science - Bachelor's minimum, Master's in Business Administration desired. Previous work experience for a Big Five accounting firm a plus.
