Duties

  • Develops and analyzes past, current, and projected workload assumptions within the Division's Headquarters, Regional, and Territory locations to ensure adequate and balanced staffing levels are in place. A primary source of information used in management information or decision support reporting is sensitive human resource or personnel information used to develop human resource deployment strategies and evaluate program performance, including in the area of labor-management relations.
  • Researches, designs, and implements automated system programs that analyze core staffing needs, levels, and trends.
  • Performs database queries to conduct an analysis of various industry and examination data used in various management reports that are distributed on a periodic basis.
  • Implements the Division's business planning process. Key components of the process include participation in the development of the FDIC Strategic Plan along with implementation of an ongoing performance measurement and reporting system.
  • Translates the goals and objectives of the FDIC Strategic Plan into a business planning process that links the Division's mission and goals with its annual budget, and provides for measurement of division performance.
  • Serves as the Project Manager for various complex reports composed of analytical studies with recommendations for staffing, budgeting, financial management, and effectiveness and efficiency of programs within the Division.
  • Compiles, evaluates and finalizes required budget planning data and information and completes forms and schedules for review.
  • Prepares studies analyzing budget trends and monitors budget performance throughout the year to assure that expenditures are in line with the overall budget plan and the discrepancies, errors or mischarges are investigated, documented and corrected.
  • Provides contracting and procurement guidance supporting the needs of the Division and prepares all documents necessary to implement new procurement actions and contract modifications. Ensures compliance with procurement regulations, established policies and procedures, and sound business practices within the Division.

THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED 6 MONTHS. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. This assignment may be terminated early or extended based on management's needs. If temporarily promoted, the temporary promotion cannot exceed five (5) years, nor can it be made permanent. If the duration of the assignment is one year or less, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location) in the same or successor Division/Office. If, however, the temporary assignment exceeds one year (including extensions beyond one year of the initial temporary appointment of one year or less), and the position is in a different Division/Office from the employee's permanent Division/Office, the employee will not be returned to his or her permanent position of record. Instead, the employee will be placed in a position comparable to his or her permanent position of record (at the same grade and pay) in the Division/Office and duty location where the temporary assignment is located. Since the extension of a temporary promotion beyond one (1) year will directly impact the employee's return rights to his or her permanent Division/Office, the employee must concur in advance with any extension of the temporary assignment beyond one (1) year.

At the end of the temporary promotion (if temporarily promoted), the employee's basic pay will be set at the rate received prior to being temporarily promoted, regardless of the length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-13: Applicant must have one year of specialized experience equivalent to the CG-12 grade level in the Federal service. Specialized experience is defined as experience researching and analyzing core staffing needs, levels, and trends data utilizing automated system programs to provide recommendations to management.

CG-14: Applicant must have one year of specialized experience equivalent to the CG-13 grade level in the Federal service. Specialized experience is defined as experience researching, developing and analyzing core staffing needs, levels, and trends data; designing and utilizing automated system programs that analyze core staffing needs, levels and trends; and implementing the business planning process in order to provide recommendations to management.
