Functions as a Product Manager and carries out duties and responsibilities for the acquisition, development, and life cycle management of products for delivery of the NLS braille and talking book programs. Plans, obtains and manages the full product life cycle (design, development, production, operations, maintenance, disposal and replacement); and coordinates with other NLS divisions, Library of Congress (LoC) program offices and external stakeholders. Responsible for management of data and processes used in design, production, deployment and support of NLS braille and talking book program delivery products. Creates product development and product deployment project plans and schedules; estimates resource requirements; defines milestones and deliverables; monitors project activities; and evaluates project progress. Establishes the goals and objectives for long-range, intermediate- and short-range product development plans. Seamlessly transitions between Product Owner and Product Manager roles as a product moves through the life cycle.

Functions as a Product Manager and creates plans for the development of products for delivery of the NLS braille and talking book programs. Establishes a product development project strategy that integrates the efforts of engineers, business analysts, technical SMEs, contractors, LoC patrons, and other stakeholders from other organizations, agencies, and external contracted facilities into an effective project team. Sets the example and defines expectations for the project team. Coordinates the work efforts of subject matter experts and technical specialists charged with the development of products for delivery of the NLS braille and talking book programs in accordance with established timelines. Functions as a Product Owner and leads, facilitates, and chairs meetings including requirements analysis, specification development, preliminary and critical design reviews and system integration tests.

Functions as a Product Owner and creates plans for the deployment of products for delivery of the NLS braille and talking book programs. Coordinates the work efforts of subject matter experts and technical specialists charged with the deployment and sustainment of products for delivery of the NLS braille and talking book programs in accordance with established timelines. Responsible for the creation and review of formal product deployment documentation, including but not limited to Deployment Plans, Communications Plans, Training Plans, Implementation Plans, and Project Schedules. Plans, directs, and coordinates pilot projects and field tests of new program delivery products in anticipation of release to the greater patron population. Plans and directs the data collection for pilot/field test results and prepares reports to document findings/outcomes.

Leads division-wide strategic management planning, initiatives and organizational development efforts for the Program Delivery Division to accomplish strategic objectives in support of delivery of the NLS braille and talking book programs. Leads efforts to develop strategies for achievement of business goals, process improvement, and knowledge management initiatives within the Program Delivery Division and/or across other NLS/BPD business units. Develops and manages processes for management of Program Delivery strategic initiatives and efforts. Supports preparations for and facilitates strategic planning sessions with senior leaders. Conducts necessary research and analysis of current and new emerging issues impacting delivery of the NLS braille and talking book programs and overall performance in order to determine strategies for the future, improve organizational structures, better resource distribution and critical areas of program execution.

Initiates contact and provides expert technical advice and direction to contractor professionals on product development issues and requirements. Reviews and provides oversight of the requirements for contractual support for product development, operations and maintenance. Reviews and develops statements of work, acquisition packages, market research reports, contract solicitations and coordinates with contracting officers to ensure all Program Delivery Division contracts are issued in a timely manner. Participates as necessary in the evaluation and selection process of proposals submitted in response to contract solicitations. Serves as a Contracting Officer's Representative (COR) and keeps the Contracting Officer informed on progress, proposed contract modifications, validity of claims, analysis of proposals, approval of invoices and assessment of contract time extensions. Monitors contractor progress and ensures invoices reflect service and work performed.

Library employees must be fully vaccinated by Monday, January 3, 2022. New hires must be fully vaccinated by the date of their appointment.

Employees are considered fully vaccinated when it has been at least two weeks since they received the second dose of a two-dose COVID-19 vaccine (e.g., Pfizer/BioNTech or Moderna) or the single dose of a one-dose vaccine (e.g., Johnson & Johnson/Janssen). At this time, booster shots are not necessary to be considered fully vaccinated.

Upon request, employees must provide proof of vaccination to the Health Services Division.

Consistent with applicable law, the Library will consider individual exceptions to the vaccination requirement based on an employee's medical condition or sincerely held religious belief. Employees with an approved exception will be subject to weekly testing and other COVID-19 safety protocols as directed, including, for example, wearing masks and social distancing.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of product life cycle management.**

Ability to create product development strategy plans for the development of products.**

Ability to create plans for the deployment of products for delivery.**

Ability to lead strategic planning, program analysis, and problem solving.

Ability to provide management and contractor oversight for product development projects.**

Knowledge of braille, talking books and related products and services.

Ability to interact collaboratively with others.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
