Duties

The incumbent of this position will initially occupy an entry-level Program Analyst position that offers tailored learning and development activities such as formal and informal instruction, guidance, and mentoring. The goal of this career development plan is to enable the selected individual to meet the requirement of the full performance level. At the successful conclusion of the development period, the full performance salary range increases to$72,750 to $138,360. The incumbent will report to the Branch Chief of the WAB in the Policy and Strategic Initiatives Division.

Duties of this position include but are not limited to:
  • As part of a team, conducting work measurement studies to establish accurate staffing requirements for the judiciary workforce through the development of program staffing formulas;
  • Using mathematical techniques to understand and interpret workload data collected during work measurement studies, researching caseload and statistical trends, identifying solutions to address data issues, and utilizing visualization techniques to enable clarity in presenting workload data;
  • Working in a diverse team environment and assisting senior program analysts in the WAB with the development of program staffing formula options for consideration by program steering groups and the Judicial Resources Committee;
  • Performing analytical work related to ad hoc management advisory studies, developing data analysis reports and visualizations, and communicating quantitative analysis findings to managers on program efficiencies, measures, and operations;
  • Supporting the development of training tools for work measurement study participants and court unit executives;
  • Collaborating on the drafting and reviewing of agenda items, narratives for judiciary reports, and other documents as needed detailing the judiciary's work measurement efforts; and
  • Performing other duties as assigned.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Knowledge of data analytics theories, principles, concepts, methods, and techniques sufficient to conduct complex analyses;
  • Experience analyzing data using data science software or languages such as R, Python, SPSS and SQL or visualization tools such as Tableau or PowerBI; and
  • Experience collaborating with other team members to develop data products in a work or classroom environment.
