Duties

  • As Director, Div. Compliance and Conflict Prevention, serve as the principal advisor to Executive Officer on all matters related to Office of Enterprise Management Services' Conflict Prevention and Resolution, Ethics, and Reasonable Accommodations.
  • Serve as a key management official responsible for Office of Operations Equal Employment Opportunity (EEO) and civil rights activities.
  • Provide oversight to all aspects of ethics regulations and requirements and ensure compliance with all governing laws and regulations pertaining to the ethics and standards of conduct program within the Office of the Commissioner/OO.
  • Provide the day-to-day leadership and guidance, both technical and administrative to office staff.
  • Exercise leadership ensuring all programs under business unit reflect principles of work force diversity in management and operation including, but not limited to, recruitment and staffing, employee development, staff assignments, and communication.
  • Direct implementation of the Office of Enterprise Management Services (OEMS) strategic business objectives designed to improve business services, practices, and systems.
  • Provide guidance and leadership in implementing the President's Management Agenda, the Department of Health and Human Services (DHHS) management objectives, and the Food and Drug Administration's (FDA) Business Services improvements.
  • Work internally and externally to communicate the Food and Drug Administration (FDA) strategic direction as it relates to the Office of Operations.

Qualifications

The position of Supervisory Management Analyst falls under the 0343 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 12/01/2021.

MINIMUM QUALIFICATION REQUIREMENTS


Have one (1) year of specialized experience that is equivalent to at least the GS-14 grade level in the Federal Service which includes managing or overseeing the planning of activities and performance of subordinate staff; analyzing and evaluating current organization policies to mitigate risks associated with non-compliance to new laws and regulations; and developing administrative policies and procedures related to ethical compliance programs.

Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
