Duties

Major Duties to include but not limited to the following:
  • Serves as a program specialist and the Systems Redesign Administrator for all facility activities related to System Redesign, flow improvement and Advance Clinic Access
  • Aligns the facility Systems Redesign plans and objectives with the VISN 6 and National System Redesign initiatives and objectives
  • Develops initiatives which will enable the hospital to provide quality health care to its population while operating in a more effective and efficient manner
  • Identifies existing or potential problem areas and recommends necessary corrective action or redesign
  • Recommends and guides implementation of new or proposed improved practices for application throughout the hospital and clinics
  • Participates in all National and VISN conference calls
  • Authors System Redesign initiatives, proposals and reports with collaboration of the Systems Redesign Steering Committee members and hospital leadership
  • Analyzes information to make quantitative and qualitative evaluations for the preparation of narrative and statistical reports of findings
  • Utilizes the VA-TAMMCS Model which incorporates the Plan, Do, Study, Act improvement process to test new initiatives prior to system-wide implementation
  • Provides advice to operating managers and supervisors on how redesign tools derived from ACA, general systems theory, the theory of constraints, queuing theory, Lean thinking and Six Sigma? can assist in accomplishing hospital, service and departmental missions and programmatic objectives
  • Coordinates all collaborative and training opportunities including VISN-led initiatives and Systems Redesign teleconferences, and other National and VISN learning opportunities
  • Organizes /coordinates the orientation of MDs, RNs, and other professional and/or clerical staff to Systems Redesign
  • Trains and facilitates of performance improvement teams, the use of TOI tools and statistical process control and the use of VHA databases
  • Serves as mentor/preceptor to guide, orient, and counsel and demonstrate expertise to other staff
  • Prepares and submits facility Systems Redesign suspense/reports to VISN and National levels as needed
  • Participates as a member of committees and workgroups relating to Systems Redesign at facility, VISN and National levels as required
  • Performs other related duties as assigned

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: have an understanding of performance improvement principles and techniques that are required in order to assist the hospital Director, Associate Directors, Chief of Staff and other hospital staff in planning, organizing and implementing the ACA process, be able to plan, organize and carry out complex duties involving multiple programs within time constraints, without direct supervision, applying analytical methods, techniques and evaluation criteria and measuring the effectiveness of performance improvement programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. Some physical effort such as standing, walking, bending or prolonged sitting may be required.
