Position Title: Account Manager/Project ControllerStart date: January 4, 2022Location: Fredericksburg, VAType: Full-TimeClassification: Professional Support ServicesSupervision: Program ManagerIntroduction: LIA is seeking a Financial Analyst/Controller to lead LIA's accounting and finance functions in support of LIA's growth, especially its government contracting business. In this role you will lead the development and implementation of LIA's accounting activities, including supporting the LIA leadership team in the proposal process by developing FAR based pricing, monitoring contract execution to ensure realization of expected margins, and managing the government accounting and billing processes to ensure consistency with proposed contract pricing in accordance with FAR and CAS requirements. You will lead the internal financial reporting and analyze results to support leadership, and you will oversee the external annual review of LIA's financial statements. You will also be responsible for monitoring and maintaining the accounting system in compliance with DCAA requirements.Primary responsibilities include (not all-inclusive):Participate in pricing government contract proposals and contract negotiations by providing forecasted indirect rates and project profitability, and supporting the business development team's understanding of costs of contract deliverables, bid risk, and to ensure pricing that is complete and accurate, as well as in accordance with FAR and CAS requirementsSupport leadership by providing monthly financial and contract reporting and analysis, including measurement of project margin targets and project profitability forecasts, including balance sheet and cash flow analysisInitiate & manage project setup and maintenance (includes project numbers, billing, revenue, ceilings, labor categories, workforce, charge code etc.)Assist with preparation of government contract billing in accordance with contract terms and conditions and in compliance with applicable rules and regulations and submission of invoices into various Government Software Platforms (ASSIST, IPP, WAWF)Develop and execute internal and external project reviews and monitor contract funding status and communicate findings to managementPrepare final rate reconciliations and true-up billingsManage DCMA/DCAA compliance, including Indirect Rate development, and respond to financial information requests such as Prime Contractor requests, DCAA auditsPrepare filings with DCAA as required, such as Incurred Cost Submission (ICE), and provisional rate submissionsPlan, direct, coordinate and review accounting activities and bookkeeping, month-end and year-end accounting closes to ensure accurate and complete accounting and compliance with government cost accounting requirements is maintainedProvide accounting and financial information in support of the annual financial statement review by the independent CPA firm and tax returnsInterface with other team members and departments to ensure financial data completeness and conformance across departmentsAssists management in duties related to financial performance, planning, tracking, and reporting as required for each contractProcess finance related project reports, monitor project costs, identify, and resolve issues related to projectsPerform financial analysis (profit/loss analysis, etc.) on awarded contractsDevelop and maintain tracking and reporting mechanisms used to provide continuous supervision of costs and schedulesAssist in payroll reviewQualificationsBachelors Degree in Accounting with 8+ years relevant experienceExperienced and knowledgeable in GAAP, financial statement preparation and analysis, government contract accounting and analysis, Quickbooks, government billing platforms, and working knowledge of DCAA cost accounting and billing requirements, Incurred Cost Submissions (ICE), and in maintaining an effective internal control environmentKnowledgeable in key components of FAR, and supplements to FAR, in regard to the sale of products paid for by the US GovernmentStrong proficiency in Excel and Microsoft Office SuiteProject accounting/controls support for Federal Government contractStrong analytical, organizational and problem solving skillsGood communication skillsAbility to work independently and also work in and foster a collaborative team environmentLinkitall, LLC. is Equal Opportunity EmployersEmployees of Linkitall will assure equal opportunity is extended to all personnel whichincludes full consideration of eligible minority group members and women to enhance careeropportunities and ensure full equal consideration in all aspects of employment
