COMPANY OVERVIEWThe Baltimore Metropolitan Council (BMC) works collaboratively with the chief elected officials in the region to create initiatives to improve our quality of life and economic vitality. BMC supports local governments by coordinating efforts in a range of policy areas, including transportation, housing, workforce development and procurement.BMC?s Board of Directors includes the Mayor of Baltimore City, the Executives of Anne Arundel, Baltimore, Harford and Howard Counties, a member of both the Carroll County and Queen Anne?s County boards of commissioners; a member of the Maryland House of Delegates; a member of the Maryland State Senate; and a gubernatorial appointee from the private sector.JOB DESCRIPTIONBMC has applied for an Economic Development Administration (EDA) Build Back Better Regional Challenge grant. This grant is designed to assist communities nationwide in accelerating the economic recovery from the coronavirus pandemic and building local economies that will be resilient to future economic shocks. If successful in its application, BMC will create a new position ? Regional Economic Competitiveness Officer ? to be filled in early January, 2022. The Regional Economic Competitiveness Officer will be a senior position at BMC, directly reporting to the Executive Director with regular presentations to the Board of Directors.The role of the Regional Economic Competitiveness Officer will be three-fold. First, to oversee the development and submission of Phase II applications for the EDA Build Back Better Regional Challenge, due March 15, 2022. Second, the individual will be responsible for coordinating, implementing and evaluating the continued growth and development of Baltimore Emerging Technology Coalition and regional growth cluster focused on emerging technologies in FinTech and Bio-manufacturing. Third, the individual will act as a liaison to EDA to ensure that technical assistance and other grants are used to accelerate innovation, advance equity and unification in the region, create higher-skill, living-wage jobs that meet demand and grow industry clusters in Baltimore City and Baltimore County.ESSENTIAL DUTIES AND RESPONSIBILITIESCentral Coordinator of Regional Growth ClusterCollaborate with the Baltimore Emerging Technology Coalition (BETC)?a technology-based regional economic development initiative? in developing and submitting proposals to drive equity, sustainable economic competitiveness, and engagement initiatives for Phase II funding in EDA?s Build Back Better Regional Challenge.Coordinate a team of technical consultants and non-profit organizations in working jointly to support the implementation of the proposals and initiativesLead the development of a multi-year strategic plan for the growth of the Baltimore Equitable Technology CoalitionContinuously evaluate the coalition effectiveness against that plan to ensure the milestones, objectives and goals are metCoalition ConvenerWork with BMC senior staff to establish strong relationships with key stakeholders including BMC board members and the local governments they leadCoordinate and facilitate regular coalition meetings and establish a communication cadence to effectively inform, engage, connect, and collaborate with coalition members.Develop trusted and productive relationships with key coalition members and partners from the private sector, anchor institutions, and regionally significant non-profit organizationsPartner with EDARegularly monitor EDA grant and technical assistance opportunities and provide timely recommendations to BMC Executive Director and other key decision makers.Monitor the distribution of technical assistance awards provided by EDA to ensure they are integrated effectively and equitably within communities.Build and maintain relationships with a network of Build Back Better Regional Challenge Grantees.Serve as a conduit to EDA technical assistance and grant opportunities on behalf of the BETC and other partnersQUALIFICATIONS AND PERSONAL CHARACTERISTICSWhile the BMC is open to candidates with a wide range of academic and work background, a Bachelor's Degree or equivalent professional work or military experience is required.
