Panum Group, LLC is seeking and experienced Procurement Support Specialist to provide direct assistance and training to Coast Guard personnel in contract requirements development, development of complete Procurement Packages, and tracking the status of Procurement Packages.Qualified candidates must be experienced, skilled and knowledgeable in the Federal Government acquisition lifecycle (requirements development, acquisition planning, procurement request package development, contract administration and contract closeout). The candidate must have federal government experience in developing procurement packages, to include requirements definition, have extensive interaction with the COR community, and be familiar with Federal Acquisition Institute COR competencies. Qualified candidates must have the ability to communicate with USCG Program Management personnel, explaining, in detail, how to develop requirements, and procurement packages, then track the package from development through contract award. The incumbent will provide advice, guidance, and counsel on how to navigate the acquisition lifecycle processes. Understanding the change management process and associated challenges as well as having the ability to work within a structured bureaucratic environment are critical to success. The incumbent will be required to draw upon creativity and have a propensity towards mentoring. SOW extract: Assist USCG CORs as appropriate with the following procurement activities throughout the acquisition lifecycle as outlined below:* Pre-Award Activities: COR Nomination* Procurement Request (PR) package assistance includes but is not limited to the following: Generating Acquisition Planning Forecast System (APFS) entryDeveloping the Balanced Workforce Assessment Tool (BWAT)Conducting Market ResearchReviewing and/or developing Statements of Work (SOW)Performance Work Statements (PWS) and Statements of Objectives (SOO)Creating an Independent Government Cost Estimate (IGCE)Developing Acquisition Plans (APs)Submitting the PR PackageMinimum Qualifications: Bachelor's degree or higher is required for this roleMinimum of five (5) years of experience in conducting in a FAR-based contracting environment working closely with the COR CommunityKnowledge of federal procurement rules and regulations (FAR, DHS and Coast Guard policies and procedures)Knowledge of COR competenciesProven ability to communicate both verbally and in writingProficiency in utilizing the Microsoft suite of products to include but not limited to Teams, PowerPoint, Word, and ExcelFamiliarity working within the Microsoft SharePoint environmentAbility to successfully clear a Tier-1 (Public Trust) background investigation.Preferred Qualifications : An active Federal security clearanceAn understanding of Coast Guard organizationA previous FAC-C certificationA project management certificationFamiliarity with Cornerstone on DemandJob Type: Full-timeSchedule:8 hour shiftApplication Question(s):Do you have Public trust clearance?Experience:federal procurement rules and regulations-: 5 years (Preferred)COR-related acquisition support activities ?: 5 years (Preferred)Work Remotely:Temporarily due to COVID-19
