Position Information
Arlington County's Department of Environmental Services (DES) is seeking an experienced Equipment Operator to be responsible for driving and operating heavy construction equipment. The employee is required to work on and respond to emergencies such as water main breaks, snow removal operations and will be exposed to all types of weather conditions, drafts, noise, dust, grease, and dirt. The employee performs related duties as assigned and receives supervision from a Crew Leader and/or Trades Manager Leader.

Specific duties include:

  • Operating a backhoe, forklift, skid steer and/or crane truck. Excavating trenches on construction sites/roadways, backfill and fine grading;
  • Operating equipment with precision and considering site condition and location of utility lines, other infrastructure and property to determine appropriate method of vehicle/equipment operation;
  • Assisting in moving materials, equipment, and grading surfaces for construction;
  • Operating a uni-loader and related equipment to assist in the construction and/or maintenance of seasonal public works' projects;
  • Loading various size trucks (medium (6 axle), tandem (10 axle), and driving and/or operating other equipment such as asphalt rollers (walk behind and riding), asphalt/concrete saw's (handheld and walk behind); front-end loader; and performing routine preventive maintenance on equipment;
  • Providing technical guidance and on-site training to crew members;
  • Assisting in the daily tasks for crew and serving as back-up in the absence of Crew Leader; and
  • Assisting in assuring all safety requirements are met and offering guidance to crew members relating to safety.

Selection Criteria
  • High school diploma or the equivalent,
  • Plus three years of experience in public works, construction or another trade vocation that demonstrates the ability to perform semi-skilled to skilled manual maintenance and/or construction, including one year of experience operating heavy/specialized equipment.

Additional qualifying experience may be substituted for the education requirement on a year for year basis.

Preference may be given to candidates with one or more of the following:
  1. At least two years of experience operating a backhoe and/or similar equipment;
  2. Experience performing preventive maintenance on equipment; and/or
  3. Experience in field construction (reading/interpreting plans, cut sheets, etc.).

Special Requirements
  1. Applicant must possess a class "B" or "A" commercial driver's license.
  2. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
  3. Prior to the time of appointment, the successful applicant must pass a pre-employment drug screening. Once hired, the employee will be subject to drug screening at such times during employment as required by federal, state, and local standards and regulations. Any offer of employment will be contingent upon a favorable review of the applicant's driving record and passing a pre-employment drug screening and alcohol breath test as required by applicable standards.
  4. Ability to work outdoors in various weather conditions.
  5. Must have or be able to obtain a Virginia Department of Transportation Basic Work Zone Certification within one year of the date of hire.
  6. Additional special licensure, certifications, and/or endorsements may be required depending on area of assignment.


Work is generally performed outdoors and in all types of weather conditions and often in proximity to moving mechanical parts, moving vehicles, electrical current and exposure to high heat, chemicals, and/or biohazardous waste. The work environment may include exposure to fumes, odors, mists, loud noises, gases or poor ventilation, oils, and other cutting fluids and includes extended periods of standing, crouching, bending, lifting, stooping, pushing, pulling, or carrying light to very heavy objects and equipment. Ability to exert up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.


Requires learning and following all safety rules and regulations pertaining to job functions which includes attending all required safety classes and meetings in order to ensure a safe working environment and that team members are practicing the required safety rules and regulations.
