Duties

  • You will provide the proper guidance, policy interpretation and management to each Level V/IV APC within their Area of Responsibility (AOR).
  • You will prepare and review supplemental procedures to ensure activities? internal operating procedures (IOP) are adequate for execution of Government Commercial Purchase Card (GCPC) program functions.
  • You will validate Level V/IV Agency Program Coordinator (APC) functions and provide the guidance necessary to ensure they are performing at optimal levels.
  • You will perform analyses and determine what is needed within the program to ensure program integrity, to include hosting conference calls, spot-checks, and workshops.
  • You will identify corrective actions and conduct formal and informal on-the-spot training on GCPC issues discovered during semi-annual, Inspector General (IG), and PPMAP reviews.
  • You will conduct quality assurance reviews of GCPC and contract files to support the operations of NMLC.
  • You will prepare and analyze NAVSUP metrics for the GCPC and contracting functions.
  • You will analyze unauthorized commitment violations and review ratification approval documentation for GCPC actions.
  • You will document trends found during the reviews to assist regions with implementing corrective actions.

  • You may be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You may be required to meet, obtain, and/or maintain any applicable certification, license, credentialing, privileging, or similar requirement prior to appointment and/or upon hire.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Interpreting and applying acquisition and contracting regulations, instructions, and policies to acquisition planning, solicitation development, contract negotiations, contract execution, pre/post-award contract-management/administration to plan and conduct the contracting process from the description of the requirements through contract delivery;
  • Preparing and analyzing metric for measuring procurement functions and data;
  • Utilizing business practices and market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility, and/or contractor performance;
  • Administering and monitoring contract performance for quality assurance and for providing technical advice and recommendations, (I.e. review of post-award reports and requests for payment where terms and conditions are precisely defined; performance of preliminary analysis of proposals concerning cost and price or contract termination settlements; or investigation of a variety of specific issues); AND
  • Communicating acquisition and contracting guidance, policies, standard operating procedures, newsletters, and formal or informal instructions or training courses, both orally and in writing.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
