The Department of Veterans Affairs offers Permanent Change of Station (PCS) relocation services. The Deputy Executive Director (DED), Home and Community Based Purchase Care and Business Operations, Office of Geriatrics and Extended Care (GEC) within Patient Care Services (PCS) is a key, significant member of the Veterans Health Administration (VHA) senior management team and is responsible for empowering Veterans and the Nation to rise above the challenges of aging, disability or serious illness.

The Office of Geriatrics and Extended Care's primary objectives are to provide leadership, planning, and policy in support of the GEC mission to honor Veterans' preferences for health, independence, and well-being in the face of aging, disability, or illness by advancing expertise, programs and partnerships.

As the DED, the incumbent will serve as the Executive Director (ED), Geriatrics and Extended Care (GEC) representative on special projects and workgroups and collaborates with other health care professionals at Veterans Administration Central Office (VACO), the PCS program offices, and at the Veterans Integrated Service Network (VISN) and Veterans Affairs Medical Center (VAMC) level to ensure optimal access, quality and appropriate patient care services are rendered.

The incumbent will use expertise in areas of relationship and network management within a healthcare system, healthcare industry standards and regulations, emerging trends around patient-centered care and technology, patient experience and patient-reported outcomes in order to:
  • Act as the principal advisor to the ED on both institutional and non-institutional geriatric and long-term care policies and
    procedures pertaining to delivery of services, assessment of services, and outcome analysis.
  • Collaborate and coordinate with VHA and VA program offices to support widespread, active participation of GEC with both basic and health systems research efforts in aging and long-term care; plans, develops and participates in programs for patient and provider education; participates in assessment, development and oversight of training programs for health care students and clinical staff; provides consultative services and input as it relates to data programs such as Electronic Health Record Modernization (EHRM), performance measures and coding; provides expert opinions and consultative services on programs and cases; provides input and business advice enabling reasoning "make or buy" decisions and reviews sharing agreements.
  • Serve as the decisional authority (as delegated by the ED, GEC for GEC responses to external oversight bodies including the Government Accountability Office, the Office of the Medical Inspector, the Office of the Inspector General, and Congress and establishes actions plans to address findings.
  • Implement strategic plan, establishes national policy, program development and implementation of evidence based-based practices and services for Veterans of any age with complex care needs due to aging, disability or illness and standards for GEC programs and providers as well as clinical practice guidelines/protocols and best practices to be used in the analysis and management of GEC programs.
  • Design innovative new delivery of care models using predictive analysis to identify issues in long-term care and increase quality outcomes.
  • Serve as the Senior Accountable Official (SAO) for GEC community based programs (both LTSS, SVH and CNH). Implements Veteran Care Agreements for Community Nursing Homes and identifies innovative best practice models to expand home and community-based services.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2021.

In order to qualify for this position you must meet the following:
BASIC REQUIREMENTS FOR NURSE
  • US Citizen
  • Masters degree in nursing from a school of professional nursing approved by the appropriate State agency, and accredited by either the National League for Nursing Accreditation Commission (NLNAC) or the Commission on Collegiate Nursing Education (CCNE) at the time the program was completed or a graduate of a foreign school of professional nursing.
  • Must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
  • Preferred: Doctorate Level Education in nursing (PhD, DHA, DNP, or equivalent) from an accredited program, or a doctorate level education in health care related field from an accredited program

DEMONSTRATED LEADERSHIP EXPERIENCE:

Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

B. TECHNICAL QUALIFICATIONS (TQ):
  • Skill in analyzing complex programs and devising highly successful long-term and geriatric care strategies in support of an organization's delivery of services and requirements.
  • Experience in providing oversight and management for health care operations (Home, Community Based and Purchased Home Health Care and Geriatric and Palliative Ambulatory Care Programs), to include resource management, budget, contracts, quality management, strategic planning, and field operations as they relate to geriatrics and long term care.
  • Executive level nursing experience is required or equivalent leadership experience leading geriatrics service related program at a facility, regional, or system level. Experience with integrating goals in a large healthcare environment into actionable implementation strategies and interdisciplinary collaboration workgroups to implement change often representing major cultural and process transformation to achieve successful outcomes. Ability to communicate
    effectively both orally and in writing with professional, administrative, and technical staff at all levels.
