Duties

As a Financial Management Specialist you will be responsible for the following:

Review and apply policies and procedures for the administration of labor codes used agency wide, contribute to preparation of reports from Cost Activity Codes (CACS) and other agency financial and workload management systems, and review and analyze periodic reports for accuracy.

Review Part 170 Fee Recoverable CACS and Enterprise Project Identifier codes (EPID) working with Program Offices and OCFO staff to identify the work tracked and ensure compliance with current policies.

Perform analysis of conventional-type financial management issues and contribute to analytics and data dashboards and reports to support branch functions and decision-making.

Assess and provide input regarding functions within the branch for automation eligibility.

Participate in the preparation of briefing, staff papers, correspondence pertaining to labor administration, accounts receivable, and fee matters.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-9) in the Federal Service or equivalent experience in the private or public sector.

Specialized experience is defined as experience that demonstrates knowledge of Federal financial systems requirements as promulgated by OMB Circulars and Bulletins, Treasury, and GAO guidance; Federal financial administration statutes; financial management policies, theories, concepts, principles and standards; Robotic Process Automation (RPA) in order to provide information and data associated with the labor administration, fee billing and collections functional areas.

The ideal candidate will be able to demonstrate the following:
  • The ability to analyze and review financial data for accuracy, identify discrepancies and ensure the necessary corrections are made.
  • Knowledge of computer systems, data management systems and software sufficient to provide management and oversight of a billing program.
  • The ability to communicate and present programmatic and financial information, ideas and advice in a clear, concise, and logical manner, both orally and in writing.
  • The ability to establish and maintain effective work relationships with all levels of personnel.
  • Knowledge in the application of Robotic Process Automation (RPA) and skill in identifying functions for automation.

    NOTE: This position is being advertised at the GG-11 level only. After one year of satisfactory job performance, the selectee will be eligible for a promotion to the GG-12 level of the career ladder of the position.

    A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
