Duties

  • Oversee the full range of office and field activities associated with contract construction activities for a large number of projects.
  • Identify major construction site problems which may require timely corrective action to ensure construction remains on schedule.
  • Exercise final authority to approving contractors? project plans such as: construction schedules, safety program, quality control procedures, plant layouts, and road systems.
  • Enforce the provisions of plans and specifications covering all assigned projects under construction.
  • Lead a staff of construction engineers, technicians, and construction representatives in support of large dollar volume contracts containing numerous separate or subcontracts, which normally involve complex and diverse construction.
  • Integrate the organization?s strategic plan, mission, vision and values integrated into the team?s strategies, goals, objectives, work plans, work products, and services.
  • Participate in design review conferences to discuss construction aspects of design and foreseeable problems.
  • Review project plans/specifications prior to contract advertisement to determine such things as practicability from a construction viewpoint.

  • DRIVER'S LICENSE - The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • DAWIA - This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
  • MANAGEMENT DIRECTED REASSIGNMENT - Project assignments may vary location from the Area Office which may require a Permanent Change of Station (PCS) move through a Management Directed Reassignment.
  • FINANCIAL DISCLOSURE - This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • PHYSICAL - This position requires the completion of a pre-employment Physical Exam and an annual exam thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-12 level in the Federal service which includes:1) engaging in planning of operations between team members, using agency and contractors; 2) preparing pay estimates based on conditions such as work completed, materials, and equipment at the job site; 3) monitoring contractor programs such as quality control compliance and safety compliance; 4) participating in construction conferences; AND 5) overseeing all construction phases to ensure compliance with schedules, plans, and specifications.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
