Duties

  • Coordinates all required adjustments to Total Army ARPRINT-approved training programs to achieve current year recruiting, manning, personnel, and operational unit readiness requirements.
  • Reviews/evaluates training seat requirements supporting force modernization initiatives and the Army?s Foreign Military Sales (FMS) program.
  • Monitors changes and reports major factors covering training programs.
  • Coordinates extensively with ATRRS contractor systems analysts and other contractor personnel involved in various training initiatives, functional and resource managers and functional experts within HQDA and the rest of Army.
  • Develops, advises, and implements programs that assist Army managers to achieve improvement in utilization of training seats and associated resources, and support improved control of personnel into and through the training base.
  • Serves as a member of various manpower program committees and contract study advisory groups to improve the quality of personnel manning inputs to the Army?s individual institutional training program.
  • Analyzes, evaluates, and recommends changes in overall training policies, programs, training seat requirements, and training objectives to directly support the efficient use of over $4B annually in training resources.
  • Conducts ATRRS database analysis to ensure accuracy of Total Army individual institutional training data.
  • Analyzes actual training inputs versus programmed requirements to determine whether program objectives are being accomplished.
  • Prepares statistical and narrative reports concerning program deficiencies.
  • Provides functional policy guidance and recommends modifications concerning ATRRS automation and operations.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyzing the changes to agency manning requirements impacting individual institutional training seat requirements, facilities, equipment, instructor personnel and resources; reviewing and analyzing the training structure for the agency; writing individual institutional training seat requirements policy in the form, such as, regulations, agency-wide messages, standard operating procedures, or memorandums; conducting data analytics and data mining involving military personnel manning requirements, military training program requirements ad hoc queries, questions and requests for information for the agency; serving as the Army Training Requirements and Resources System (ATRRS) or similar functional expertise to provide staff support to numerous commands and agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
