Duties

The Human Resources Specialist (Performance Management) will be responsible for identifying, developing, implementing and managing a Bureau-wide performance management program (i.e. policies, systems, processes, techniques) using comprehensive knowledge of Federal human resource (HR) regulations and processes; performance goal setting and measurement; and performance management technologies. The position applies professional knowledge and experience to real-world situations with the goal of improving employee and organizational performance through the identification, development and implementation of practical workforce solutions.

  • Provides Bureau-wide advisory, consultative, and technical services on performance management issues.
  • Conducts studies to assess the effectiveness of existing performance management policies and practices and provides reports/briefings on findings.
  • Interprets complex and diverse guidance material, documents, and references and assesses the impact of changes to higher level on Bureau policies and practices.
  • Maintains and supports an automated performance management system and evaluates performance management technology solutions.
  • Develops and delivers both formal and informal training on performance management topics in a variety of formats to diverse audiences.

The time-in-grade requirement must be met by the closing date of this announcement. The qualification requirements listed below must be met by the closing date of the announcement.

MOBILITY PLAN : New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Additional Conditions of Employment:

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 15 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Qualifications

To qualify for GS-13 candidates must also have at least one year of specialized experience equivalent to the GS-12 grade level.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

To qualify for the GS-13: You must have at least one year of specialized experience at, or equivalent to, the GS-12 Federal grade level. This experience must include experience with collecting and analyzing performance data and metrics; experience developing and implementing performance management systems and programs; and experience providing technical advice, policy development and interpretation to senior level management on performance management cycle and award programs.

The GS-13 salary range starts at $103,690. If you are a new federal (civil service) employee, your starting salary will be set at the Step 1 for this position and the grade level for which you are selected.
