Duties

As a PROGRAM ANALYST you will be responsible for the following duties:
  • Comprehensive knowledge of security, suitability, and Trusted Workforce 2.0 processes and policies.
  • Utilizes a variety of analytical concepts, tools, techniques and methodologies to conduct research and analysis of various aspects of the background investigations program and products. This includes studying the processes involved in the conduct of investigations as well as determining the most cost effective methods to conduct these investigations.
  • Supports development and implementation of complex studies, evaluations, and analyses of the quality, performance, implementation, and impact of vetting programs and Trusted Workforce 2.0 policies.
  • Liaisons with DCSA offices to access, define, and clean analytic datasets.
  • Conducts advanced analyses, including inferential statistics and modeling to answer key program performance, research, and program evaluation questions, including complex analyses of quasi-experimental and experimental study designs.
  • Contributes to performance, research, and evaluation of reports, presentations, and published articles.
  • Collaborates with researchers and statisticians internal and external to DCSA.
  • Briefs agency decision-makers on study findings and implications for policy and practice.
  • Supports agency-wide strategic and performance planning, budgeting, performance review, and performance reporting processes, promoting the use of evidence.Collaborating with program officials to develop valid performance measures.
  • Utilizes predictive and forecasting models to determine the productivity of field investigators/teams, analyze client trends, and project client needs over several years.
  • Presents study and research findings in a variety of ways to include reports, white papers, and presentations. Results are used by BI senior management to make decisions regarding the BI program and often influence the development of new or modified policies and regulations.
  • Uses analytical products to produce predictive and forecasting functions and collect data in order to obtain the necessary data points, manipulate the data, and conduct an analysis of the data in order to develop potential solutions and recommendations.
  • Analyzes and researches moderate to complex studies where there often exist numerous variables or high volume or unknown data points.
  • High level of programming knowledge in order to develop queries within the software programs or to assist programmers.
  • Communicates both orally and in writing in order to draft and present reports, white papers, and PowerPoint presentations which outline the study undertaken, the methodologies utilized, and an explanation of the findings.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
  • Experience analyzing and researching complex studies with numerous variables, high volume, or unknown data points
  • Ability using oral and written communication to draft and present reports, white papers, and presentations that outline the details and findings of complex studies undertaken
  • Experience using analytical concepts, techniques, and methodologies to perform complex studies which involve mathematical and/or statistical computations, analytical modeling, and assessment of the findings
  • Experience using Excel and the Background Investigation Dashboard system to obtain data points, manipulate the data, develop queries, and analyze the data in order to develop solutions and recommendations
  • Expert knowledge of all government-wide laws, regulations, and Executive Orders pertaining to personnel security and suitability, as well as, comprehensive knowledge of the Federal Investigation process
Specifically you will be evaluated on the following competencies:

  • Business Analysis - Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning, and policy development

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
