Duties

As a Supervisory Management Analyst, you will:
  • Oversee and monitor assigned Field Office work as it pertains to public housing and or housing choice voucher programs; provide technical assistance to Field Offices that deal with the most challenging and complex PHAs; provide mastery-level advisory assistance in developing solutions to the most complex of PHA management, physical, financial, governance, and operational issues.
  • Positively influence and skillfully negotiate with PHAs through technical assistance in executing agreements and arrangements for the recovery of troubled public housing inventory and maintaining the long-term viability of the program.
  • Articulate and communicate assignments, potential program issues problems to be addressed, project milestones, and deadlines and timeframes for completion.
  • Coach the staff in the selection and application of appropriate problem-solving methods and techniques, and provide advice on work methods, practices, and procedures.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

  • Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.
    Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

    Specialized Experience
    for this position includes:

    -Analyzing and evaluating issues related to office operations, policies and procedures; AND
    -Contributing to the development of policies; AND
    -Developing reports for management officials that outline findings and solutions or recommendations for improvements; AND
    -Leading/coordinating projects or teams and/or building relationships in designated communities with organizations, federal, state, or local agencies (e.g., government and advocacy groups).

    Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14 you must have been at the GS-13 level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • A one year supervisory or managerial probationary period may be required.
    • Must successfully complete a background investigation.

    All new and current Federal employees must be fully vaccinated against COVID-19 by November 22, 2021, unless they are eligible and approved for limited legal exemptions for medical or religious accommodation.     • If receiving the Moderna COVID-19 Vaccine, the deadlines are as follows:
        first dose by October 11, 2021, and second dose by November 8, 2021
    • If receiving the Pfizer-BioNTech COVID-19 Vaccine, the deadlines are as follows:
        first dose is October 18, 2021, and second dose is November 8, 2021
    • If receiving the Johnson and Johnson COVID-19 Vaccine, the deadlines are as follows:
        first and only dose is November 8, 2021
    • Obtain and use a Government-issued charge card for business-related travel.
