Duties

  • You will valuate effectiveness and efficiency of Government programs and operations, or the productivity and efficiency of management of Federal agencies, or both.
  • You will analyze needs and synthesize requirements information to develop requirements for program initiatives and planning.
  • You will identify and defend resource requirements (funding, manpower, facilities, etc.) for life-cycle management of the assigned program
  • You will be responsible for team building and managing logistics, engineering, and other support within the Naval Air Systems Command and at field activities, laboratories and contractors facilities

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Program Management Level 03. Certification is required within 24 months of appointment.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate having performed the following duties: 1)Planning and conducing integrated analytical studies that identify methods to improve effectiveness and efficiency of work methods, procedures, organizations, manpower use, work distribution, delegation of authority, management controls, information and documentation systems and similar functions as they relate to the acquisition program; 2) Providing technical leadership and guidance to multi-disciplined personnel from various levels of the organization to resolve issues associated with business processes/procedures; 3) Developing innovative acquisition strategies and plans; and 4) Serving as a liaison to internal and external stakeholders to ensure that the acquisition program needs are addressed and goals are met.
