Duties

  • Analyzing and evaluating critical aspects of Medicaid and CHIP and health care reform program policies to identify and develop ways to resolve problems or address issues.
  • Leading projects or conducting program related studies to permit policy decision makers to have quantitative and qualitative data and analysis in which to make logical and intelligent decisions.
  • Preparing all forms of written correspondence regarding Medicaid, CHIP, Basic Health Program (BHP) and other program issues to the public, Congressional staff, industry contacts, and State representatives including responses to program inquiries.
  • Planning and facilitating meetings/discussion workgroups and maintaining ongoing liaisons with state agencies, other CMS components and HHS Agencies, OMB staff, and outside organizations.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Interpreting and implementing Medicaid and/or Children's Health Insurance Program (CHIP) enrollment policies or other similar national healthcare regulations/policies; 2) Providing technical assistance on enrollment policies related to Medicaid, CHIP, or BHP; 3) Conducting analysis or researching national health insurance program policy issues in order to provide recommendations; AND 4) Drafting regulations, manuals, program guidelines, program memoranda, policy letters, and/or instructions to communicate health insurance program policies/initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Expanded/Maximum Telework Posture: Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 30 calendar days of receiving notice to do so, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.

Full-Time Telework Program for CMS Employees: CMS employees currently participating in 100% Full-Time Telework Program may be eligible to remain in the program. If an employee in this program is selected, the pay will be set in accordance with the locality pay for the applicable duty station. The listed salary range reflects the locality pay assigned to the duty location(s) listed in the vacancy announcement.
