Duties

Duties include, but are not limited to:
  • Managing the Agency's EEO complaints program to effectively prevent/eliminate individual and systemic discrimination.
  • Trains employees on EEO matters and prepares annual and quarterly statistical reports accurately & timely.
  • Writes and updates the Agency's EEO and anti-harassment policies and develops/updates complaint and compliance procedures in accordance with EEOC guidelines.
  • Works with management officials during the informal stage of the EEO process by informing them of the importance of having critical conversations with employees when necessary and documenting issues when they occur.
  • Reviews EEO Counselor Reports for sufficiency and prepares Settlement Agreements, incorporating the terms agreed to by the Aggrieved and the Agency.
  • Oversees the formal EEO process by assigning EEO Investigators and Final Agency Decision Writers to formal complaints received.
  • Reviews and submits document requests, reviews Investigative Plans, ROI's, and FAD's for sufficiency review and works with Investigators and FAD Writers to ensure work is sufficient, thorough, and timely.
  • Prepares formal correspondence letters, merit based Final Agency Decisions, Agency reports, and FOIA and discovery requests.
  • Oversees the informal EEO process by assigning EEO Counselors and Mediators to all informal complaints received and reviewing counselor reports.

  • This position is not covered by a union agreement.
  • The full performance grade level for this position is GS-14.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized Experience at the GS-13 or equivalent level in all of the following: applying advanced concepts, principles, and methods of Federal equal employment opportunity in order to oversee the handling of major (class action) complaints and systemic problems; serving as an advisor to managers, supervisors, human resources personnel, and employees at lower organizational levels; develop, review, and/or recommend changes to Equal Employment Opportunity (EEO) policies, standards, methods, controls, and procedures; Analyzing and evaluating methods, principles, and techniques in order to assess the effectiveness of an EEO program; resolving difficult and complex EEO issues, and ensuring the efficient and effective utilization of assets and resources as they relate to an EEO program; and processing and resolving a wide range of discrimination complaints in the Federal sector.
