Duties

  • Plans, organizes, and directs the activities of AF/A2-6 UZ Sensitive Activities and Special Security Programs Division ensuring that AF/A2 complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents AF/A2-6 with a variety of installation and functional area organizations.
  • Communicates with DoD, Service, IC and Interagency senior decision-makers on ISR and CEO SCI and SAP force structure and capability issues.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (continued)
  • (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed
  • PCS expenses are authorized and will be paid IAW JTR and Air Force Regulations
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • Requires flexibility in spending extended time on-the-job or on an unexpected basis both after normal duty hours, weekend, and holidays, to answer quick reaction tasking of support crisis operations. The work is largely sedentary, (continued)

  • Required to be available when emergency situations arise
  • Department of Defense Security Fundamentals Professional Certification (SFPC), and Security Program Integration Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date (continued)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of planning, directing, assigning, leading, and monitoring the work of the unit; hiring or selecting employees; managing and appraising employee and organizational performance; disciplining employees; resolving employee complaints; and supporting the development of employees; knowledge and practice of DoD Special Access Programs (SAPs), AF SAP oversight and security and restricted SCI (Sensitive Compartmented Information); Sensitive Activities Management; and the Governance Process; knowledge of AF ISR capability portfolio, the intelligence community, and SAP capability integration.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and practice of DoD Special Access Programs (SAPs), AF SAP oversight and security and restricted SCI (Sensitive Compartmented Information); Sensitive Activities Management; and the Governance Process.
2. Knowledge of AF ISR capability portfolio, the intelligence community, and SAP capability integration.
3. Knowledge of security practices for ensuring the safeguarding of classified information.
4. Skill and ability to develop and implement policies and procedures for the execution, management, oversight of SCI and SAPs.
5. Ability to communicate effectively, both orally and in writing, and ability to deal diplomatically and effectively with all levels of officials in all types of situations.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
