Duties

As a Supervisory IT Specialist, you will:
  • Manage, direct, coordinate, and actively participate in IT projects involving feasibility studies, assessment of management information needs, project planning, cost estimates, system requirements analysis, general and conceptual design, hardware/software configuration and selection, preparation of cyber and system documentation, user training, data conversion, programming and testing, implementation, evaluation, and ongoing operational support measures.
  • Manage multiple projects simultaneously, utilizing in-depth knowledge and experience in IT project management. Direct technical teams to work together with their customers to evaluate IT solutions, assess and re-engineer core business processes, and implement the selected packages in such a manner as to capitalize on the inherent best business practices in the software as well as cyber best practices.
  • Evaluate the effectiveness of the team's operations in terms of mission accomplishment, quality and quality standards, procedural, policy, and regulatory compliance, and technical competence; and, make changes in work flow and balance workload among team members to increase the effectiveness of the team's operations.
  • Provide formal program/project reports to the CFO and DOE senior management, program and field office management, and other stakeholders in the CFO/CIO communities. Information provided includes project status and accomplishments, schedule changes, budget costs, and major issues and their resolution.
  • Keep abreast of proposed and pending legislation which might affect assigned responsibilities, to determine the possible or probable effects on current Departmental IT systems. Review, evaluate, and make recommendations regarding system modifications. Advise on possible approaches and risks involved considering current knowledge and data.
  • Present results and recommendations to gain corporate buy- in and to promote acceptance by senior management of both HQ and Field sites. Stakeholder commitment must be obtained to ensure Departmental cultural and environmental changes, which will enable the graceful roll out of expanded corporate information systems functionalities and capitalization on the best business practices inherent in the software.

Qualifications

BASIC REQUIREMENTS: You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience or education must be IT-related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service _ Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

  • In addition to the competency requirements above, a qualified candidate's online application must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service.

    SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
    • Managing information technology projects involving feasibility studies, assessment of management information needs, business cases, project planning, cost estimates, system requirements analyses, general and conceptual design, hardware/software configuration and selection, preparation of system documentation, programming, testing and implementation.
    • Analyzing multiple-system feasibility in order to an verify the functionality of information technology systems and/or programs including hardware, software, communication systems, and networks.
    • Evaluating project and program progress and performance in order to maintain information technology systems compliance with the organization.
    • Planning and managing the design, development, operation, cyber security and maintenance of the Department's financial, human resources, procurement, travel, and other administrative systems; identifying and implementing initiatives to improve business processes and integration of systems; and providing technical support for legacy systems operations and maintenance.
    A Project Management Certification is desired but not required.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.
