Duties

Develops guidance notes for integrating gender, diversity, and inclusion into DFC's environmental and social policy implementation related to the social risk and impact aspects of DFC-supported operations.

Coordinates with DFC's Gender Policy/2X team, Chief Development Officer, and others on agency-wide policy development related to gender.

Screens potential projects for gender related and overall social risks and recommends the appropriate level of due diligence.

Identifies, collects, and provides in-depth analysis of relevant information concerning the potential gendered impacts as well as overall social impacts of proposed projects on the workforce and other affected groups. Coordinates reviews with environmental and social experts as necessary.

Based on relevant information and discussions with investors, prepares social and environmental assessment for projects against DFC's policy requirements and international standards. Makes recommendations to DFC management regarding project eligibility and conditionality against those requirements.

Monitors social, labor, human rights, and gender-related (and as assigned, environmental, health, and safety) impacts of previously approved DFC projects through analyses of third-party monitoring reports and site visits. Prepares reports identifying issues on non-compliance and makes recommendations for appropriate corrective action.

Liaises with gender-focused civil society organizations, NGOs, technical organizations, and gender specialists in other multilateral and bilateral development finance institutions to build strategic partnerships and opportunities for institutional learning.

Reviews and provides feedback on gender considerations to DFC's development impact identification, monitoring, evaluation, and reporting.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes analyzing social (including gender) impacts of private sector investments in at least two sectors (i.e. agriculture, financial intermediaries, infrastructure, extractives) against international standards, such as those issued by the International Finance Corporation.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes supporting the identification, data collection, and analysis of relevant information concerning the potential gendered and other impacts of proposed projects on affected communities and the project workforce; reviewing gaps between national and international legal and regulatory frameworks; and preparing social and environmental impacts assessments with a gender lens.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
