Duties

This position is the Project Management Branch Chief of the Industrial Operations Division (IOD), Surface Forces Logistics Command (SFLC), United States Coast Guard. The primary purpose of the position is to plan and oversee the construction, maintenance, repair, or manufacturing projects by determining facilities, equipment, and material requirements.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

- Conducts surveys of industrial plants to evaluate capacity and potential for industrial production facilities; and coordinates the efforts of the eleven (11) subordinates who carry out technical evaluation, planning, estimating, ship scheduling and related wage board functions.

- Incumbent serves as the Industrial Operations Division's primary representative to all Service Centers, Logistics Centers, Units and other Government Agencies for Industrial Production Facility (IPF) and Industrial Production Detachment (IPD) projects.

- Creates schedules which incorporate progress of ongoing work, all planned start dates, completion dates, labor and resource allocations, critical path, available labor, and links between tasks.

- Maintains production schedules utilizing computer project-management program Industrial Project Management System (IPMS).

- Resident authority on Industrial Project Management System; liaises with OSC and Configuration Control Board (CCB) to develop and define system capabilities to support operational environment and requirements.

- Reviews the master production schedule to determine which IPF or IPD has the available resources to complete the requested work by the desired completion date.

Qualifications

Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes identifying and implementing production of project management improvements; making small purchases using the government credit card while estimating various needs of shops to accomplish the work, duration and sequence in which work will be performed.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
