Duties

As a Human Resources Specialist at the GS-0201-12/13 some of your typical work assignments may include:
  • Provide expert personnel staffing and recruitment services to management with options and recommendations for effective program operations.
  • Oversee services and provide information on reduction-in-force, in-service placement, promotions, reassignments, details, temporary recruitment, entitlements to pay and benefits, interviewing, referral, counseling, selection, probationary periods, orientation, employee assistance, merit promotion, Equal Employment Opportunity as it concerns staffing activities, separations, resignations, and Leave Without Pay.
  • Provide expert advisory services and assistance to structure new positions and organizational units and assess the position classification and management impact of planned or process reorganizations on existing positions and grade structures including assistance in the re-writing and development of new position descriptions.
  • Assist top management in the identification, documentation, and implementation of manpower reduction initiatives, such as buyout and early retirement programs.
  • Recommend the most effective solution to problems within available resources and regulatory constraints, and provides oral and/or written advice to ensure informed decisions are made.
  • Analyze operational and policy questions and issues. Keep abreast of evolving case law and human resources management developments. Assure compliance with applicable statutes, Office of Personnel Management regulations, Executive Orders, case law (including Comptroller General, Equal Employment Opportunity Commission, Merit Systems Protection Board, Federal Labor Relations Authority), and updated court decisions.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector:
  • Utilize policies, procedures, and methods of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources.
  • Interpret and apply position classification standards to advise management on classification of position descriptions.
  • Provide advisory services on recruitment and placement policies, processes, and regulations.
  • Apply employee relations, performance management, and other civilian personnel management concepts, laws, rules, principles and practices to be able to research, interpret, and design civilian personnel policies and programs that affect the entire organization.
  • Interpret and apply employee relations policies, processes and regulations to respond to a wide range of problems and develop successful solutions.
You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector:
  • Advise and assist management with conducting position management reviews to determine and advise on proper organizational structure.
  • Provide expert advisory services on a variety of complex HR topics and issues related to the various hiring authorities, classification, and pay administration.
  • Write guidelines, instructions, policies, or SOPs about civilian personnel matters for use agency wide.
  • Extensive experience with employee relations, performance management and other civilian personnel management concepts, laws, rules, principles and practices to be able to research, interpret and design civilian personnel policies and programs that affect the entire organiztion.
  • Extensive experience using employee relations policies, processes and regulations to respond to a wide range of problems and develop successful solutions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
