Duties

  • You will identify, develop and synchronizes the implementation of specialized actions and activities that enhance the Navy's competitive posture across the spectrum of conflict.
  • You will serve as the Director, Naval Strategy Panel (NSP). You will review, edit, and coordinate briefings and presentations for strategic alignment, analytic rigor, and functional consistency with NSP objectives and campaigns.
  • You will provide fully-informed Red/Blue assessments of the Navy's acquisition priorities with particular attention to identifying specific opportunities to enhance core strengths, exploit emerging opportunities, and mitigate threats and weaknesses.
  • You will identify, design, and implement plans, concepts, and campaigns that will enhance the competitive posture and warfighting advantage of the U.S. Navy and Marine Corps.
  • You will identify, establish, and supervise Operational Planning Teams (OPTs) tasked with developing the plans concepts and campaigns established to achieve NSP objectives. You will select OPT leads.
  • You will provide inputs to inform and shape Navy strategy documents including: The Navy Strategy, Navy Design, and the Chief of Naval Operations' annual Guidance (CNOG) to the Program Objective Memorandum (POM).

  • Males born after 12-31-1959 must be registered for Selective Service.
  • Per E.O. 14043, selectee(s) must be fully vaccinated for COVID-19 by 11/22/2021 or date of employment (which ever comes later) except in limited circumstances where an exemption is approved due to a disability or sincerely held religious beliefs.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Possess expert knowledge of the interworking of special/limited access security, intelligence and special operations programs and show the ability to incorporate those programs into the formulation of advanced strategies.

2. Demonstrate expertise to identify opportunities derived from extremely sensitive intelligence sources to form recommendations to senior leadership in determining outlays of Department of the Defense resources to achieve maximum result.

3. Possess detailed knowledge of the Planning, Programming and Budgeting (PPB) and how PPB requirements are informed by extremely sensitive intelligence sources.

4. Articulate current and future challenges posed by adversary nations to the U.S. in order to focus multiple planning efforts to counter emerging threats to Department of Defense (DoD) maritime superiority.

5. Exhibit the ability to independently identify, produce, champion and ensure completion of innovative programs to counter and defeat adversary initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Additional information

This position is a Senior Level position in the federal government. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.

This position is not covered by the Department of Defense Priority Placement Program.
