Duties

Must have and maintain a valid state license.

This position performs a variety of laborer duties including grounds maintenance and trash collection.

Performs various general laborer duties including loading and unloading trucks; digging ditches; picking up trash, paper, and cigarette butts from grounds, loading dock areas, and work areas; raking leaves; pulling weeds; cleaning smoking areas; and using blowers to clean entrances and walkways; and pressure washing. Removes snow and ice from sidewalks, steps and parking areas. Incumbent monitors and services small trash receptacles located around the facility grounds on a daily basis as needed,

Performs general grounds maintenance duties to include, but not limited to: Cutting grass; pruning shrubs, bushes and trees; fertilizing; mulching; seeding; laying sod; planting filling holes and leveling; inspecting areas; collecting and disposing of debris; weeding; aerating; watering and spreading gravel.

Safely operates various lawn maintenance equipment to include, but not limited to: Small push lawn mowers, weed eaters, edgers, leaf blowers, chainsaws and other grass cutting equipment, and various snow removal equipment. Must observe all safety regulations and use personal protective equipment.

Safely operates vehicles to include, but not limited to: Specialty use; pick-up trucks; electric and gas-powered carts; street sweeper and tractors.

Performs basic preventative maintenance and upkeep on all station vehicles and powered equipment. This includes detailing, cleaning and vacuuming vehicle fleet. This maintenance may include checking fluid levels and tire pressures, changing oil, lubrication, tightening belts, tightening loose nuts and bolts and sharpening blades.

Performs other related duties as assigned.

Work Schedule: Seasonal May through September (Spring-Summer) Monday - Friday 06:00AM to 2:30PM and October through April (Fall-Winter) Monday through Friday 07:00AM to 3:30PM. May be required to work Federal Holidays and weekends.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards .

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This position exerts heavy physical laboring in performing tasks such as lifting and moving heavy objects, running power equipment, pushing wheelbarrows and spreaders, shoveling objects weighing up to 50 pounds lifted on a regular basis, and up to 75 pounds may be lifted occasionally. Also performs weed-eating and other laborer duties that require climbing of ladders and considerable walking.

Working Conditions: The incumbent's work is performed outside in extreme heat, cold and rainy weather. Work is also performed in dirty, dusty, and wet locations. The incumbent must observe all safety regulations to protect themselves and others. Personal protective equipment is used as safety measures for specific jobs and equipment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
