Duties

  • You will develop and defend appropration budgets for the MyNavy HR organization (e.g., MPN, Operations and Maintenance, Navy (OMN), RDTEN, OPN).
  • You will monitor budget execution of assigned appropriations and inform higher authority of significant variances, their causes and proposed actions to ensure the solvency of assigned appropriation accounts.
  • You will develop formal systems for planning, formulating, reviewing and executing the allocation of funds for the MyNavy HR organization.
  • You will participate in the development of the MPN and OMN portions of the Navy Program Objective Memorandum (POM) process, and ensure that manpower requirements and operating requirements are adequately priced for the MPN and OMN appropriations.
  • You will manage all statistical analysis relating to financial cost and budgetary matters for MyNavy HR appropriations.
  • You will develop and implement audit and financial improvement processes.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the Gs-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing financial policies and procedures to execute organization programs; 2) Justifying requests for appropriations to leadership; 3) Monitoring budget execution to ensure solvency of appropriation accounts; and 4) Developing budget plans in accordance to organization mission and objectives.

The work is mostly sedentary. It requires the ability to work under mental pressure in order to complete difficult assignments with short-fused deadlines. Some walking, stooping and bending is required in attending meetings, inspecting work and reviewing program and financial data on
file.
