Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Financial Management Specialist, you will:
  • Serve as an expert in various financial management applications including payroll processing accounts payable and other related financial management processes.
  • Develop, recommend and implement financial policies and programs for the Bureau.
  • Modify, adapt and refine broad policy guidelines to apply them to complex accounts payable and accounting issues and problems.
  • Project and analyze potential effects of accounts payable actions on program viability and attainment in BEP.
  • Resolve difficult and complex problems related to various financial management programs and processes.

  • SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Therefore it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Falsification discovered in security documents or during the background investigation process may result in an immediate negative suitability determination or immediate revocation of your interim clearance (if applicable).

    You must meet the following requirements by the closing date of this announcement.

    For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service.

    Specialized Experience for this position includes:

    For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as:
    • Providing assistance to Financial Management Personnel in invoice problem resolution, with respect to such problems as rejected materials, non-receipt of inspection reports, deviations from contract terms and related problems and issues; AND
    • Applying information security/information assurance Bureau polices, principles, procedures and practices in the use and delivery of information technology systems and services throughout the systems lifecycle.
    OR You may substitute education for general or specialized experience as follows:
    • Master's or equivalent graduate degree
    OR
    • 2 full years of progressively higher level graduate education leading to such a degree
    OR
    • LL.B. or J.D., if related
    OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

    Specialized Experience for this position includes: For the GS-7, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.

    Specialized experience for this position is defined as:
    • Providing assistance to Financial Management Personnel in invoice problem resolution, with respect to such problems as rejected materials, non-receipt of inspection reports, deviations from contract terms and related problems and issues.
    OR You may substitute education for general or specialized experience as follows:

    1 full year of graduate level education
    OR
    Superior academic achievement

    OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

    OTHER INFORMATION:

    • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for work days during the shutdown period.
    CONDITIONS OF EMPLOYMENT:
    • A one year probationary period may be required.
    • Public Trust - Background Investigation will be required.
    • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
    • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    • Submit to a drug test prior to your appointment.
    • Weekend work and overtime, if applicable, will be scheduled when needed based on production requirements as determined by Management.
    • As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. The agency will provide additional information regarding what information or documentation will be needed and how you can request of the agency a legally required exception from this requirement.
    • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
