Duties

DUTY 1:
Performs career broadener assignments in planning and executing resource management.

DUTY 2:
Provides authoritative technical assistance to field activities and other Air Staff functions

DUTY 3:
Evaluates the effectiveness of various programs (travel and transportation, civilian overseas allowance,
civilian relocation, civilian injury and unemployment compensation program element submissions and mass transportation benefits) in meeting legal and regulatory requirements and serves as a representative to a wide variety of internal and external officials

DUTY 4:
Conducts Department of the Air Force-wide civilian personnel management and Full-Time Equivalent (FTE) execution analysis and assists with enterprise cross-functional working groups in civilian pay management.

  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition
  • Travel by regularly scheduled commercial or military conveyances IAW Joint Travel Regulations may be required in performance of TDY
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications
  • As required by EO 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee?s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.


Qualifications

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS- 13 grade level or equivalent under other pay systems in the Federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the laws, regulations, principles and practices governing travel, transportation, civilian overseas allowances and civilian relocation.

2. Knowledge of mass transportation benefits and civilian injury and unemployment compensation concepts and policies and their relationship to the budget process and information systems.

3. Knowledge of the budget process and civilian career programs as it relates to civilian relocation.

4. Skill and ability in analyzing issues and formulating solutions to Human Relations Management (HRM) problems.

5. Skill and ability in written and oral communication to advise MAJCOMs, personnel center and installation-level personnel.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months

Direct Deposit: All federal employees are required to have direct deposit.

This is a formal Financial Management career broadening position, assignment duration is limited to 36 months.

Mobility is a condition of employment. Incumbent must sign an AF-wide mobility agreement.

Incumbent must be able to attain and maintain the required security clearance.

This is a Financial Management Level 3 Certified position IAQ the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
