  • Principal adviser to the IG participating fully in the strategic planning, policy and program development and management of the OIG.
  • Provides expert advice and shares the responsibility for providing overall direction and coordination for the development of OIG policies, standards and operating procedures.
  • Oversees the development of long-range strategies and goals to minimize fraud and waste, as well as to develop innovative techniques and systems for the detection of fraud or promotion of economy and efficiency in agency operations.
  • Provides policy and guidance for the conduct of studies and research involving other Federal agencies, private industry and universities to determine alternate methodologies and control mechanisms to combat fraud, waste, abuse and mismanagement.
  • Assists the IG in providing overall direction to and management of the office's audit, investigative, inspections, evaluations, strategic planning and support activities.
  • Advises the IG on the progress of operating programs and recommends changes in OIG policy, program intent and operating procedures to meet the office's mission effectiveness.
  • Performs such functions as the IG shall assign or delegate and acts as IG during the absence of the IG.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory technical qualifications listed automatically disqualifies an applicant.

Mandatory Technical Qualifications (MTQs) :
pplicants must provide separate narrative responses to each of the MTQs listed below. Each narrative response cannot exceed 2 pages per MTQ (not-to-exceed 6 total pages). Narrative responses must: 1.) Include specific examples of your experience, education, and/or accomplishments; and 2.) Address specific challenges, contexts, actions, and results.

MTQ 1: Experience leading an OIG or government oversight audit, investigative or relevant support program, applying knowledge and understanding of the laws, organizational structure, mission, functions, and interrelationships among OIG entities and other government oversight offices.
MTQ 2: Ability to oversee the preparation of analytical, well-reasoned audit and investigative reports and other written materials, including making appropriate recommendations for management to address relevant issues.
MTQ 3: Experience in establishing and maintaining positive working relationships with key individuals in OIG organizations, communicating complex/technical concepts, negotiating and defending matters involving significant or controversial issues, and serving as a spokesperson for the organization.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
Selection may require completion of a 1-year probationary period.
