Duties

  • Leads, advises, and consults on matters pertaining to specialized areas of Operations Research, cost and data analysis, estimating and projecting support of Army Material Requirements.
  • Prepares and presents internal program cost and data analytics reports, and contributes as sole or co-author toward briefings presented to leadership on the progress of assigned projects.
  • Conduct in depth studies and analysis on a wide variety of Army Material requirements to include: Cost, data and statistical analysis Program, Execution and Manpower, and provide guidance and recommendations to leadership.
  • Develop a systematic approach to analyze complex problem statements; organize study and modeling requirements; task, coordinate and synthesize the contributions of other analysts, specialists, and organizations in addition to the incumbents own.
  • Provide guidance and direction to junior employees, and advise leadership on matters pertaining to specialized areas of Cost, data and statistical analysis and Operations Research.
  • Serve as principal Operations Research Analyst in studies/analysis related to DoD Acquisition and sustainment strategy and advise leadership of cost/funding implications of proposed plans.
  • Knowledge of the principles and methods of the Acquisition process and Life Cycle of programs to include sustainment concepts, documentation types, and the relationship between acquisition phases and work efforts, cost elements, and funding.

Basic Education Requirement for an Operations Research Analyst:

Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

Specialized Experience: One year of specialized experience which includes: 1). Providing strategic advice and presenting analysis to senior leadership on matters related to cost and funding requirements; 2). Applying advanced analytical concepts and statistical techniques to design and lead evaluative studies and projects; 3). Leading, organizing, tasking, or providing guidance to other employees in the area of cost analysis, data analysis or operations research; AND 4). Advising leadership on cost and funding concerns surrounding proposed Acquisition and Sustainment strategies.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
