Duties

  • Serves as the Director, Army Counterintelligence Coordinating Authority (ACICA) / Director of Operations, US Army Counterintelligence Command (USACIC).
  • Provides authoritative advice to worldwide Army commands regarding the conduct of NSI, CI Support to RDA, NSL, MCC, DSOs, OFCOs, CI Cyber missions, and related activities.
  • Implements specific and general provisions of government wide programs in the area of equal employment opportunity and employee management relations to assure equal treatment of all employees.
  • Reviews existing or draft regulations, directives and instructions and recommends changes to established procedures and policies to improve the overall operational effectiveness of the Army Cl Programs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.
  • If selected, the agency will provide information regarding what documentation is needed and how to request any legally required exceptions from this requirement.

In order to qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-­­­14), and is defined as: Developing, staffing, and implementing opportunities for Army Counterintelligence to deny, disrupt, and dominate foreign intelligence entity (FIE) efforts; helps to develop new policies or approaches to significant CI challenges and coordinate interagency activities in support of broad CI program objectives; and assists in planning, initiation and operational viability of obtained investigative and operational leads.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
