Duties

  • Provides executive leadership and managerial direction to a program of diverse in scope (inadvertent and intentional contamination of dietary supplements and dietary ingredients).
  • Provides executive leadership and managerial direction on the nature of products ? either the varied forms of finished dietary supplements (e.g. tablets, liquids, gelcaps) or dietary ingredients (e.g., vitamins, herbs, botanicals, enzymes).
  • Provides executive leadership/managerial direction for activities related to marketing and evaluation of dietary supplements (including review of claim substantiation, and enforcement actions against adulterated or mislabeled dietary supplements.
  • Provides executive leadership and managerial direction for developing and implementing policies, regulations, guidance documents, and compliance activities intended to ensure the safety and proper labeling of dietary supplements.
  • Collaborates with senior Foods Program or Agency officials in the formulation, development, and execution of goals to increase compliance with the Dietary Supplement Health and Education Act (DSHEA).
  • Participates in and contributes to top level Center, Agency, or Department discussions, meetings and conferences on broad regulatory matters and issues related to dietary supplements.
  • Serves as the principal Foods Program point of contact for information concerning intra-and interagency coordination of compliance and enforcement actions pertaining to dietary supplements.
  • Develops, prepares, and presents authoritative memoranda and other materials concerning substantive findings, conclusions and proposed solutions and suggested courses of action based on the evaluation of all information available.
  • Advises CFSAN, Office of Food Policy and Response, and other FDA officials on legal, administrative, and regulatory approaches and administrative policies concerning implementation of DSHEA.
  • Serves as primary media spokesperson on dietary supplement related matters.
  • Represents the Director in meetings, discussions, and conferences with officials of the Center, Agency, Department, other government agencies, international organizations, the scientific and academic communities and the regulated industries.
  • Promotes a climate of mutual cooperation, with professional organizations and national and international organizations in the academic, industrial, and governmental sectors, for the purpose of advancing science and developing effective programs.

Specialized Experience Requirement
To be qualified for this position, your résumé must reflect experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your résumé, significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.

Basic Qualifications Requirement
As a basic requirement for entry into the Senior Executive Service (SES), your résumé must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the skills and abilities outlined under:

1) Technical Qualifications (TQs); and
2) Executive Core Qualifications (ECQs)

Technical Qualifications (TQs) -- Your résumé must show that you possess the following TQs:
1. Experience which demonstrates strong leadership abilities in a scientific, regulatory, or public health environment; demonstrated ability to develop program goals and strategic/tactical priorities; demonstrated ability to develop, direct and/or guide long-term and short-term projects, andto conduct periodic program assessments.
2. Demonstrated ability to work effectively across organizational lines in team leadership and matrix management contexts and to build strong working relationships among people and organizations with diverse interests and/or opinions.
3. Knowledge and understanding of the provisions, limitations, and practical application of FDA laws and regulations related to human foods and dietary supplements.

Desirable Qualifications (DQs) --It is desired that you have:
1. Law degree from an accredited institution.
2. Ability to converse with scientific and/or legal stakeholders in the regulation of the manufacturing, packaging, quality, labeling, marketing, and enforcement of human drugs and/or dietary supplements.
3. Recognition as an authority in the enforcement of the Food, Drug and Cosmetic Act and related regulations applying to dietary supplements.
