Duties

The Information Technology Specialist (Internet) position will serve in the DSO's Training Division, which provides substantial training and other resources to federal and community defender organization staff and CJA panel attorneys, including a website, training videos, and webinars. The incumbent will provide all web development and publishing support for the Training Division's website and support Distance Learning Programs and projects.

The duties of the position may include, but are not limited to:
  • Applying knowledge of web technology and the programming skills necessary to organize information, develop web pages, redesign a website as necessary, and create new graphics for the website.
  • Researching and developing web applications and features to integrate with website and support training programs, such as a mobile app.
  • Providing file maintenance and quality control to assure the integrity of files on the website.
  • Managing content on the website by posting/updating newsletter articles and other program communications to the appropriate place on the website.
  • Working with staff to develop new areas, posting content on the website and assisting with maintaining the content management software for the website.
  • Assisting with producing and maintaining website documentation and ensuring that the website meets the standards for 508 compliance and other federal or agency-specific requirements.
  • Assisting in maintaining the SQL database used for CJA Verification and researching and responding to user inquiries related to the website.
  • Preparing training program materials for web posting, creating user guides, and assisting with training division staff as necessary on the use of the content management software and learning new software to support the training programs.
  • Evaluating and analyzing website statistics and user feedback and providing recommendations to improve the effectiveness of the website.
  • Providing technical support during practice and live webinars for staff, faculty, and attendees and ensuring the webinar work plan is up to date and is followed.
  • Creating user guides and assisting with training staff as necessary on the technical features of distance learning technologies.
  • Assisting with maintaining and tracking the schedule for webinars, converting the videos into proper format for web display and maintaining an inventory of program videos.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in providing web development and publishing support for a website; applying knowledge of web technology and programming skills to organize information; and developing web pages and redesigning a website.

    Additional Knowledge Desired:
  • Experience performing technical assignments using the following: PHP, ASP.Net, SQL, HTML, CSS, Java/JavaScript, Content Management Software (including, Drupal or any other portal technologies), and Microsoft Visual Studio.
  • Knowledge of emerging web technologies in the implementation of applications for the internet.
  • Experience working with and supporting different customer bases.
  • Experience with web management best practices including search engine optimization, user experience, responsive platforms and design, cross browser/platform testing, and accessibility standards.
  • Training or experience in Photoshop, Mobile App Development, IIS Webserver.
  • Knowledge and/or experience of Distance Learning Technologies such as Learning Management Systems and webinar/webcast/podcast software, and Conversion of Audio and Video for web access.


  • Education

    Completion of a bachelor's degree, with a preference for a degree in Computer Science, Information Systems, or a related field is highly desired. Three additional years of directly related specialized job experience may be substituted for the degree.
