Duties

As Budget Director, you will:
  • Provide leadership and guidance in all areas of budget analysis, execution, presentation, and management, as well as the various aspects of administrative management and program operations.
  • Serve as a principal advisor to CDC's leadership on matters related to the budget and appropriations.
  • Interpret regulations, directives, and other guidance related to budget and appropriations.
  • Serve as technical expert for CDC in the interpretation and application of all budgetary guidelines issued by HHS, Office of Management and Budget (OMB), and Congress.
  • Develops and implements budget policy to support CDC and long-range plans, making critical decisions and advising on approaches that are fiscally sound, technically accurate, and feasible in relation to the goals and objectives of the CDC and its overall resources.
  • Provide authoritative advice and recommendations on all matters concerning the policy, planning, formulation, and presentation of the CDC budget, appropriations and Congressional relations strategy.
  • Direct data analyses of past and current years to develop budgets and to justify funds requested.
  • Direct the preparation of supplementary documents that are necessary to obtain budgetary appropriations and allotments.
  • Provide overall direction and guidance in the development of the quarterly and year-end Status of Funds Report of all appropriations for submission to HHS, OMB, and Congress.
  • Develop budget control systems necessary to ensure appropriate measures are in place to prevent violation of the Anti-Deficiency Act and ensure consistency with Congressional intent.
  • Represent the agency with HHS, White House OMB, and Congress related to budget policy, the development of the President's budget, and appropriations issues and requirements.
  • Lead a large and diverse workforce to integrate budget, finance, policies, goals, and objectives to support the agency's mission.

Qualifications

All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. This executive experience includes serving in a managerial capacity to a large and diverse organization with responsibility for promoting economy, efficiency, and effectiveness in the administration of programs and operations. To meet the qualification requirements for this position, you must show in your resume that you possess the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs) listed below. Your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results.

SPECIALIZED EXPERIENCE REQUIREMENT
You must have one year of specialized experience directly related to the position that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include senior managerial and leadership experience with responsibility in all areas of budget analysis, formulation, presentation, and execution to ensure the accuracy of all financial submissions by providing the interpretation of directives and policy direction and implementation.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)
This position also requires that you have PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

1. Demonstrated senior level experience with vision, goals, and objectives, through the oversight and direction of the budget formulation and evaluation.
2. Demonstrated senior experience serving as the principal advisor on broad budget matters relating to planning, formulation, and presentation.
3. Demonstrated senior experience with policy development and implementation of all budgetary guidelines with the appropriate authorities.
4. Demonstrated senior experience on planning, executing, developing, and establishing strategies, guidance, and protocols related to between budget formulation and execution.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs to be certified by an OPM Qualifications Review Board (QRB) prior to being appointed to the position. If you are currently serving in a career SES appointment, eligible for reinstatement into the SES, or successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft ECQs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary for SES positions varies depending on qualifications. The annual salary range is at the top of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments.
